Launch of integrated web portal for school education ‘Shagun’
Shagun (URL: htpp://shagun.govt.in/) is an over-arching initiative to improve school education system by creating a junction for all online portals and websites relating to various activities of the Department of School Education and Literacy in the Government of India and all States and Union Territories. The portal seeks to connect approximately 92 lakh teachers and 26 crore students. Common people can directly give their feedback about schools which will further increase the public participation and will ensure accountability and transparency.

India launches world’s first facial biometric-based ID for seafarers
The BSID is a marked improvement over the two finger or iris based bio-metric data, with modern security features. A record of each BSID issued will be maintained in a national database and its related information will be internationally accessible. The new document will give a foolproof identification to Indian seafarers which will facilitate their movement and help in identifying them from any location in the world.

India to join developed nations in ocean studies with ‘Samudrayaan’ project
India’s ambition to send men to the deep sea in a submersible vehicle is likely to be a reality in 2021-22 with the ‘Samudrayaan’ project. The project proposes to send a submersible vehicle with three persons to a depth of about 6000 metres to carry out deep underwater studies.

The Electors Verification Programme aims to improve the health of electoral rolls and provide better electoral services to the citizens. EVP is a one-stop solution to verify and authenticate voter details and ensure an error-free electoral roll. The one-time verification and authentication of details and sharing of contact detail would help electors to get an update on online application status, the status of EPIC, Election Day announcement, voter slip on their registered email and mobile number.

Every child to get rotavirus vaccine by September
Government is committed to ending morbidity and mortality in children due to diarrhoea by 2022. Diarrhoea is one of the biggest killers in children and Rotavirus is one of the most common causes of severe diarrhoea in children less than 2 years of age. Rotavirus vaccine along with proper sanitation, hand washing practices, ORS and zinc supplementation will go a long way in reducing the mortality and morbidity due to diarrhoea in children. The vaccine is expected to be available in all 36 States/UTs by September 2019.

UNIDO And National Institute Of Solar Energy To Partner For Skill Development Program
An agreement was signed between the National Institute of Solar Energy (NISE) and the United Nations Industrial Development Organization (UNIDO) to support capacity building and skill development of technical manpower in the Concentrated Solar Thermal Energy Technologies (CST) which are being used to replace conventional fossil fuels e.g. coal, diesel, furnace oil etc. and save costs and emissions in the industrial process heat applications.

India successfully test fires Quick Reaction Surface-to-Air Missile
India successfully test-fired a Quick Reaction Surface-to-Air Missile (QRSAM) with 30-kilometre range from a test range off the Odisha coast. The missile developed by DRDO successfully engaged its target during the flight test and met all the desired parameters. It uses solid-fuel propellant and has the capability of engaging multiple targets.

Maharashtra to survey villages using drones
The Maharashtra government has decided to undertake a large scale mapping of Gaothan areas (Aabadi, or settlement areas in villages) using drones. These village Gaothan areas not been surveyed earlier will be mapped at 1:500 scale covering all land parcels in the village for preparing the accurate revenue maps and GIS database. Drone survey will be pivotal to fix locations of village boundaries, canals, canal limits and roads in these villages.

Army Launches E Car to Combat Pollution
The Indian Army in step with government policies on environmental protection has launched an ecological initiative with employing E Cars for use of its officials in New Delhi. Army plans to operate the first batch of 10 E-Cars as a pilot project and develop further on this initiative and increase the number of E Cars in Delhi to ensure economy, efficiency and minimal emissions.

India successfully launched its second moon mission Chandrayaan-2 from its most powerful rocket with a plan to land the rover on September 7 in the unexplored lunar south pole. The All-Kerala Chemists and Druggists Association (AKCDA), the largest network of medicine distributors in the State, has come up with this proposal to tackle the rising demand for non-branded medicines at affordable rates. There are over 400 Jan Aushadhi stores in the State and the Centre plans to set up more such shops.

Steps taken to combat Terror Financing and circulation of Fake Indian Currency
The Union finance ministry informed the Lok Sabha that data provided by the Reserve Bank of India (RBI) and seizure of fake Indian currency notes (FICN) by national agencies and state police indicate a declining trend in the circulation of fake currency in the country. The Government has taken various steps to combat terror financing in the country, including Strengthening the provisions in the Unlawful Activities (Prevention) Act, 1967, A Terror Funding and Fake Currency (TFFC) Cell has been constituted in National Investigation Agency (NIA), Training programmes conducted.

Capacity Strengthening Initiative for 2.5 lakh Panchayats launched
The initiative seeks to ensure the sustainability of open defecation free (ODF) villages created under the Swachh Bharat Missionin the long term and enable field trainers and members of PRIs (Panchayat Raj Institutions) to create capacity to manage solid and liquid wastes as well as improve access to safe and adequate drinking water supply. This initiative will create a pool of 2800 field trainers in its initial trainings, who will reach out to around 2.5 lakh Gram Panchayats across the country.

New clause to allow use of Aadhaar data for state schemes
The government through an amendment to the Aadhaar Act has allowed the use of India’s national biometric ID by states for devolution of funds through their schemes. The Lok Sabha and the Rajya Sabha approved amendments to the Aadhaar law to allow voluntary use of the 12-digit unique number as ID proof for obtaining mobile phone SIM cards and opening bank accounts. States can also use the Aadhaar database for better targeting of schemes.

Government invites proposals for deployment of EV charging infra
Proposals are invited from entities that intend to develop EV charging infrastructure in million-plus cities as per the 2011 census; and smart cities as notified by the Ministry of Housing and Urban Affairs. The last date for submission of the proposals is August 20. It also invited proposals from satellite towns connected to seven metros (Delhi, Mumbai, Kolkata, Chennai, Hyderabad, Bangalore and Ahmedabad); major cities of special categories State/UTs; and the capital city of all states/UTs not covered in the above categories.

To streamline renting, Housing Ministry introduces draft Model Tenancy Act
The aim of the Act is to balance the interest and rights of both the owners and tenants and to create an accountable and transparent ecosystem for renting the premises. MTA stipulates a grievance redressal mechanism comprising rent authority, rent court and rent tribunal. The Ministry is now seeking comments from the public and the stakeholders by August 1, 2019.

National Electric Mobility Mission Plan
Under the National Electric Mobility Mission Plan (NEMMP) 2020, there is an ambitious target to achieve 6-7 million sales of hybrid and electric vehicles by the year 2020. This plan has been designed to enhance national fuel security, to provide affordable and environmentally friendly transportation and to enable the Indian automotive industry to achieve global manufacturing leadership. The main objective of the scheme is to encourage faster adoption of electric and hybrid vehicle by way of offering upfront incentive on purchase of electric vehicles and also by establishing the necessary charging infrastructure for electric vehicles.

Longest electrified railway tunnel in India commissioned
The South Central Railway (SCR) has added yet another feather in its cap by commissioning the longest electrified tunnel of 6.6 km built at a total cost of ₹460 crore between Cherlopalli and Rapuru stations. The horse shoe-shaped tunnel is of 6.5 metres height with ballastless track and LED lighting provided at 10-metre intervals inside. The tunnel was constructed in a record time of 43 months.

The Centre has planned to induct private sector specialists at the posts of Deputy Secretary and Director, considered as crucial decision-making levels in the bureaucratic hierarchy. Usually these posts are manned by government servants selected through various Group A services like the IAS and from the promotee officers of the Central Secretariat Service among others. A total of 40 such officers are likely to be appointed initially.

The Walled City of Jaipur, known for its iconic architectural legacy and vibrant culture made its entry into the UNESCO World Heritage Site list. The announcement was made after the 43rd Session of the UNESCO World Heritage Committee, underway at Baku (Azerbaijan) from June 30 to July 10, examined the nomination of the Walled City of Jaipur for inclusion in the World Heritage list.

‘One nation one ration card’ scheme
‘One Nation One Ration Card’ scheme, which will allow portability of food security benefits, will be available across the country from July 1, 2020. This means poor migrant workers will be able to buy subsidised rice and wheat from any ration shop in the country, so long as their ration cards are linked to Aadhaar. All the States have been given one more year to use point of sale (PoS) machines in the ration shops and implement the scheme. Already, 77% % of the ration shops across the country have PoS machines and more than 85% of people covered under the National Food Security Act (NFSA) have their cards linked to Aadhaar.

Universal smart card driving license to be launched
The Ministry of Road Transport and Highways has decided to modify the format of driving licenses to laminated card without chip or smart card type driving licences. The Ministry has prescribed a common standard format and design of the Driving Licence for whole of the country which includes the placement of information, standardization of fonts etc. This Ministry through its flagship application called SARATHI (for Driving License) developed by NIC (National Informatics Centre) have a common countrywide database of all driving license holders.

WHO launches its first guidelines on self-care interventions for health
The World Health Organisation (WHO) has launched its first guidelines on self-care interventions for health in response to an estimate that by 2035 the world will face a shortage of nearly 13 million healthcare workers and the fact that currently at least 400 million people worldwide lack access to the most essential health services. WHO is establishing a community of practice for self-care, and will be promoting research and dialogue in this area during the self-care month between June 24 and July 24.

Indian scientist to be Co-I for NASA’s PUNCH mission
NASA has selected Texas-based Southwest Research Institute to lead its PUNCH mission which will image the Sun. This is a landmark mission that will image regions beyond the Sun’s outer corona. Dipankar Banerjee, solar physicist from Indian Institute of Astrophysics is also a Co-Investigator of the PUNCH mission. PUNCH, which stands for “Polarimeter to Unify the Corona and Heliosphere,” is focused on understanding the transition of particles from the Sun’s outer corona to the solar wind that fills interplanetary space.

Government seeks inputs on budget 2019-20 from citizens by June 20
The government sought inputs from citizens on the Union Budget 2019-20 with a view to make the Budget making exercise more participative and inclusive. NGOs warned of penal action for changing office bearers without permission of MHA
All NGOs and associations registered under the Foreign Contribution Regulation Act (FCRA), 2010, which makes them eligible to receive foreign funds and donations, have to submit online application for addition, deletion and change of details about office-bearers and key functionaries within one month. The Ministry said the replacement of key functionaries of FCRA -registered organisations without prior permission from it is a violation of the law. For more information : Business Standard
CCI imposes penalties on Pharma Company For Anti-Competitive Activities
The Competition Commission of India has imposed a penalty on four pharmaceutical companies and associations, along with their office-bearers.The allegations were that the associations, through their practice of mandating a ‘No Objection Certificate’ prior to the appointment of stockists, were stifling competition, limiting access of consumers to various pharmaceutical products and controlling the supply of drugs in the market. The Commission also directed MPCDA to organise at least five competition awareness and compliance programmes over a period of six months in Madhya Pradesh for its members. Akash surface-to-air missile successfully test fired
DRDO on Monday successfully test fired the new version of the Akash-MK-1S surface to air defence missile system with a new indigenously-developed seeker. The Akash weapon system has combination of both command guidance and active terminal seeker guidance. India is slowly plugging holes in its air-defence elements by developing advanced surface-to-air missile named MRSAM- Medium Range Surface to Air Missile in collaboration with Israel.

Gujarat unveils India’s first emissions trading scheme to curb air pollution
The Gujarat government has started a novel emissions trading programme aimed to cut particulate air pollution and facilitate robust economic growth. Under the pilot programme, the government sets a cap on emissions and allows industries to buy and sell permits to stay below the cap. As the first market-based approach to regulating pollution emissions in India, it is expected to slash air pollution at lower costs for both the government and industry, and provide best practices for replicating trading schemes to other emissions.

ISRO successfully puts imaging satellite RISAT 2B into orbit
The Indian Space Research Organisation (ISRO) scripted history by successfully launching earth observation satellite RISAT-2B that would enhance the country’s surveillance capabilities among others. The RISAT-2B is equipped with synthetic aperture radar that can take pictures of the earth during day and night, and also under cloudy conditions. It was the 72nd launch vehicle mission from Sriharikota and also marked the 36th launch from the first launch pad.

India adopts new definition for 4 base measuring units
India adopted a global resolution to redefine four of the seven base units — kilogramme, kelvin, mole and ampere — a move expected to have far-reaching effects, including changes in textbooks. A resolution to redefine four of the seven base units was passed by representatives of 60 countries at the General Conference on Weights and Measures (CGPM) of the International Bureau of Weights and Measures (BIPM), Paris on November 16 last year.

IAF’s An-32 transport aircraft certified to operate on indigenous bio-jet fuel
Indian Air Force’s (IAF) An-32 transport aircraft has been formally fleet certified to fly on blended aviation fuel containing up to 10 per cent of indigenous bio-jet fuel. IAF has undertaken a series of evaluation tests and trials with this green aviation fuel against international standards. This is a huge step in promoting the ‘Make in India’ mission as this bio-fuel would be produced from Tree Borne Oils (TBOs) sourced from tribal areas and farmers, augmenting their income substantially.

Higher education to get a boost with EQUIP
Ten committees led by experts within the government have crafted Education Quality Upgradation and Inclusion Programme (EQUIP) to improve access to higher education, especially for underserved communities; improve the gross enrolment ration; improve teaching and learning processes; build educational infrastructure; improve the quality of research and innovation; use technology and online learning tools; and work on accreditation systems, governance structures and financing. Ministry of Human Resource Development plans to launch this ambitious ₹1.5 lakh crore action plan to improve the quality and accessibility of higher education over the next five years.

Delhi mohalla clinics become a model
Inspired by the ambitious health scheme launched by the Aam Aadmi Party government, the Jharkhand government has announced that it will set up such clinics in urban slums. Sticking to the ‘mohalla clinic’ name, state authorities said they will provide free treatment and diagnostic services at the centres. Telangana, Karnataka, and Jammu & Kashmir also expressed interest in adopting the flagship project. Mohalla clinics are primary health centres that offer essential services, including medicines, diagnostics and consultation.

Complete information of vacant berths from train source as well as intermediate locations will be available to the user. Prospective customer can use the information for online booking of vacant berths or through TTE as per business rules. This feature is available in web as well as mobile version. The information about occupancy in trains as per Passenger Reservation Charts will be available through IRCTC website (www.irctc.co.in). Introduction of mechanization of sewer cleaning
The National Commission for Safai Karamcharis has been mandated to monitor the implementation of “The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act 2013 and also the Supreme Court Judgement regarding payment of Rs. 10.00 lakhs as compensation to the dependent family members of sewer/septic death cases. On the Commission’s recommendations, Delhi Government has launched 200 Sewer Cleaning Machines for narrow lanes, to ensure safety and dignity of sanitary workers.

Inauguration of National War Memorial
The National War Memorial is a monument constructed by the Government of India in the vicinity of the India Gate, New Delhi, to honour its Armed Forces. The memorial consists of four circles- the ‘Amar Chakra’, ‘Veerta Chakra’, ‘Tyag Chakra’ and the ‘Rakshak Chakra’ and has the names of 25,942 soldiers inscribed in golden letters on granite. The memorial is made around the canopy near the India Gate. Names of martyrs killed in wars in 1947, 1961(Goa), 1962 (China), 1965, 1971, 1987(Siachen), 1988 (Sri Lanka) and 1999 (Kargil), and other operations are inscribed on the memorial walls. It’s a pilgrimage centre to pay tributes to fallen soldiers.

Launch of ”Scheme for Higher Education Youth in Apprenticeship and Skills (SHREYAS)”
SHREYAS is a programme conceived for students in degree courses, primarily non-technical, with a view to introduce employable skills into their learning, promote apprenticeship as integral to education so that clear pathways towards employment opportunities are available to students during and after their graduation. It aims to enhance the employability of Indian youth by providing ‘on the job work exposure’ and earning of stipend. SHREYAS portal will enable educational institutions and industry to log in and provide their respective demand and supply of apprenticeship. More than 40 higher educational institutions have already been tied up for taking up embedded apprenticeship courses.

Launch of India’s first semi-high speed train
The ‘Make in India’ effort of Indian Railways has culminated into India’s first Semi High Speed Train, “Vande Bharat Express”. The Train will cover the distance between New Delhi and Varanasi in 8 hours. Vande Bharat Express can run up to a maximum speed of 160 kmph and has travel classes like Shatabdi Train but with better facilities. The train has regenerative braking system in the coaches which can save up to 30% of electrical energy. the major systems of the train have been designed and built in India.

First development policy loan (DPL) related to water industry
The Government of India, Government of Himachal Pradesh (GoHP) and the World Bank signed a $40 Million Loan Agreement to help bring clean and reliable drinking water to the citizens of the Greater Shimla area, who have been facing severe water shortages and water-borne epidemics over the last few years. The World Bank DPL will support SJPNL ( Shimla Jal Prabandhan Nigam Ltd ) in its policy and institutional reform program as it launches three critical operations to improve WSS services in the state capital: (i) Bringing bulk water to Shimla from a new source on the Sutlej River; (ii) 24×7 Water Supply and Sewage Management for Shimla City and; (iii) Sewage services for peri-urban areas.

India’s first district cooling system to be built in Amaravati
To bring the best solutions and providers from across the world to build Amaravati, Government of Andhra Pradesh has contracted with a UAE-based international cooling provider. First of its kind in the country, the district cooling system will help save 40 per cent of the energy currently being used. All government, residential and commercial buildings in Amaravati will be supplied chilled water through this system’s pipelines.

The Union Ministry of Labour and Employment launched the Pradhan Mantri Shram Yogi Maan-dhan Yojana (PM-SYM), a mega pension scheme for unorganised sector. As many as 42 crore workers are estimated to be engaged in the unorganized sector of the country. The unorganised workers mostly engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio- visual workers and similar other occupations whose monthly income is Rs 15,000/ per month or less and belong to the entry age group of 18-40 years are eligible for the scheme.

GSAT-7A military satellite successfully launched by GSLV-F11
India’s Geosynchronous Satellite Launch Vehicle (GSLV-F11), carrying the GSAT-7A communication satellite, lifted off successfully from the Indian Space Research Organisation (Isro)’s spaceport at Sriharikota. The satellite will be used exclusively for military purposes. The satellite will enable the IAF to interlink different ground radar stations, airbases and AWACS (Airborne Warning And Control System) aircraft. It will also also boost the Air Force’s network-centric warfare capabilities and enhance its global operations. It is also expected to give a major push to drone operations, as it would help the Navy reduce reliance on on-ground control stations and take satellite control of military unmanned aerial vehicles (UAV).

Live electronic exchange of data between courts and corps
Telangana became the first State in the country to have a live electronic exchange of data between courts and police with the launch of Interoperable Criminal Justice System (ICJS). ICJS is an ambitious project aiming to integrate the Crime and Criminals Tracking Network and Systems (CCTNS) project with the e-courts and e-prisons databases as well as with other pillars of the criminal justice system such as Forensics, Prosecution, and Juvenile homes in a phased manner. CCTNS, one of the pillars of the ICJS, makes police functioning citizen friendly and more transparent by automating the functioning of police stations. It provides the Investigating Officers with tools, technology, and information to facilitate investigation of crime and detection of criminals.

An ‘e-Drishti’ interface has been unveiled for the Union Railway Minister, Minister of State and Board Members. This software includes an interface which provides summary information on punctuality of trains for the previous day. There is also an interface which provides information on current train running on the Indian Railway network. In addition, there are interfaces providing details of freight earning, freight loading and passenger earnings for the previous day & month and cumulative for the year, in comparison to the corresponding period of the previous year.

International Centre for Automotive Technology (ICAT) launched the Certification with high security features in order to prevent use of forged certificates in New Delhi. This is a first of its kind initiative taken by any automotive certification agency in India for enhancing the security of the CMVR certificates which includes Type Approval Certificates (TAC) and Conformity of Production (COP) Certificates for vehicles, engines and components. The new ICAT certificate format consists of nine new and unique security features incorporated in the certificate. The most important security feature is the paper itself on which the certificate is to be printed as it is a special paper which is made especially according to ICAT’s specific requirements.

Digital Sky Platform launched – Govt starts online portal for drone, pilots and operators’ registration
Remotely Piloted Aerial Systems (RPAS), popularly referred to as drones, are a technology platform with wide-ranging applications. In August 2018, India had announced the release of its Civil Aviation Regulations (CAR) to enable safe flying of RPAS in India. Now, Nano drones in India can start flying legally. For micro and above categories, operators and pilots are required to register on the ‘Digital Sky’ Portal. To get permissions to fly, RPAS operators or remote pilots will have to file a flight plan. If an RPAS does not have permission to fly, it will not be allowed to take-off under the policy of NoPermission-No-Takeoff (NPNT).
‘India will be taking lead in this sector and will be working with countries around the world to develop common, scale able standards. This industry has a large potential for Make in India and also to export drones and services from India.’ said Suresh Prabhu Minister for Civil Aviation, Government of India.

India’s heaviest communication satellite GSAT-11 launched successfully : Boost to net connectivity
Indian Space Research Organisation’s (ISRO) heaviest and most-advanced high throughput communication satellite GSAT-11 was successfully launched from the Spaceport in French Guiana. The launch vehicle Ariane 5 VA-246 lifted off from Kourou Launch Base, French Guiana carrying India’s GSAT-11 and South Korea’s GEO-KOMPSAT-2A satellites.. Ariane 5 is one of three launch vehicles operated by Arianespace along with Soyuz and Vega. The 5854-kg GSAT-11 will provide high data rate connectivity to users of Indian mainland and islands through 32 user beams in Ku-band and 8 hub beams in Ka-band.

NCW will support livelihood programme for women in northeastern states
National Commission for Women (NCW) will support Northeast livelihood programmes for women, particularly for those in younger age group, through Skill development and Specialized training, which can enable them to earn their living and also empower them as individuals. NCW will supplement its efforts and resources in carrying forward several of the women-oriented projects which have already been undertaken by the DoNER ( Development of North Eastern Region ) and the North Eastern Council (NEC). The construction work of a hostel in Bangalore University campus exclusively for girl students from the northeastern state is almost complete and the entire project has been funded by the NEC and the DoNER. The PSUs working under the DoNER will offer their collaboration and cooperation in women-oriented welfare programmes in the region.

In a bid to increase healthcare coverage for the common people, the union government has decided to allow non-Insured Persons (IPs) to avail medical services from the underutilised ESIC hospitals after paying nominal user charges. To meet the shortage of specialist/super specialist doctors in some of the ESIC Hospitals, the ESIC approved for hiring of full time contractual specialists/super specialists in the department of Anaesthesia, Medicine, Surgery, Pediatrics, Gyne, Ortho, Cardiology, Nephrology and Medical Oncology after inviting open tender.

Union Home Minister launches Emergency Response Support System (ERSS) for Nagaland
Residents in Nagaland do not require to remember multiple helpline numbers now. They can dial 112 or use Panic Button on their phones or 112 India mobile App to connect to a single number based 112 emergency services which will connect to Police, Fire, Health and other helplines through an Emergency Response Centre in the State. Central Government has allocated Rs. 321.69 Crore under Nirbhaya Fund for implementation of ERSS project across the country. Nagaland has been allocated Rs.4.88 crore for the project. Nagaland is the first amongst the North-Eastern States and the second State in India to launch Pan-India single emergency number ‘112’ under ERSS. The SHOUT feature is exclusively available to women.

The first time, Hyperspectral Imaging Satellite (HysIS) launched by ISRO
ISRO’s workhorse rocket PSLV-C43 successfully injected into orbit hyperspectral imaging satellite (HysIS), an advanced earth observation satellite, along with 30 co-passenger satellites from eight countries. HysIS, which can see in 55 spectral or colour bands from 630 km above the ground, carries two payloads. One to capture images in the visible near-infrared (VNIR) range of the light spectrum and another in the shortwave infrared (SWIR) range. The satellite is designed to provide earth observation service for five years till 2023. It will be used for a range of application like agriculture, forestry, soil survey, geology, coastal zones, inland water studies, environmental studies and detection of pollution from industries. Being an earth observation satellite, it will also be used by the military for surveillance purposes.

Nation expected to achieve 100% household electrification by 2018
“8 States have achieved 100% saturation in household electrification under Saubhagya namely Madhya Pradesh, Tripura, Bihar, J&K, Mizoram, Sikkim, Telangana and West Bengal. Thus total 15 States in the country now have 100 % household electrification. “Many more State like Maharashtra, Uttarakhand, Himachal Pradesh, Arunachal Pradesh, Chhattisgarh etc. are left with small number of un-electrified households and expected to achieve saturation any time. The States completing 100% household electrification by 31st Dec. 2018 will also receive additional grant of 15% of the project cost (5% for special category States) sanctioned under Saubhagya.” said Shri RK Singh, Union Minister of State (IC) for Power and Renewable Energy adding that with the present pace of electrification, Nation is expected to achieve 100% saturation in the country by 31st December, 2018.
Saubhagya – ‘Pradhan Mantri Sahaj Bijli Har Ghar Yojana’, which was launched in September, 2017 with the objective to provide access to electricity to all the remaining households in the country has 2.1 crore connections released under the scheme so far.

“PAiSA – Portal for Affordable Credit and Interest Subvention Access” is a centralized electronic platform for processing interest subvention on bank loans to beneficiaries under Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) which has been designed and developed by Allahabad Bank, the Nodal bank. Launching the portal, Sh Durga Shankar Mishra, Secretary, Ministry of Housing and Urban Affairs said , “PAiSA is yet another effort by the government to connect directly with the beneficiaries, ensuring that there is greater transparency and efficiency in delivery of services. DBT of subvention on monthly basis under DAY-NULM will give the necessary financial support to small entrepreneurs in a timely manner. All 35 states / UTs & all scheduled commercial banks, RRBs and Cooperative Banks are expected to be on board the PAiSA portal the year end”.

Himachal Pradesh launches pan-India single emergency number ‘112
The Union Home Minister Shri Rajnath Singh launched Emergency Response Support System (ERSS) for Himachal Pradesh at Mandi on 28th Nov, 2018. Himachal Pradesh becomes the first state to launch pan-India single emergency number ‘112’ under ERSS. Under this project, one Emergency Response Centre (ERC) has been established in Shimla along with 12 District Command Centers (DCCs) covering entire State. ERC has been integrated with Police (100), Fire (101), Health (108) and Women helpline (1090) Services. The service also includes a ‘112 India’ mobile app integrated with Panic Button of smartphones and ERSS State website. To ensure safety of women, a SHOUT feature has been introduced in the app to seek immediate assistance from registered volunteers in the vicinity apart from the immediate assistance from ERC. The ‘112 India’ mobile app will be subsequently rolled out in all States & Union Territories to help people across the country access the unified emergency services. Central Government has allocated ₹321.69 Crore under Nirbhaya Fund (Fund to eradicate violence against women and girls, administered by the Department of Economic Affairs, Ministry of Finance) for implementation of ERSS project across the country.

Health Ministry launches health information platform to monitor public health surveillance
Union Ministry Health and Family Welfare has soft-launched Integrated Disease Surveillance Programme (IDSP) segment of Integrated Health Information Platform (IHIP) in 7 states. It is real time, village wise, case based electronic health information system with GIS tagging to provide prompt prevention and control of epidemic prone diseases by using the latest technologies and digital health initiatives. It will provide near-real-time data to policy makers for detecting outbreaks, reducing the morbidity and mortality and lessening disease burden in populations and better health systems. For effective implementation of the platform, 32,000 people at block level, 13,000 at district level and 900 at state level have been trained. The success of this platform will depend primarily on quality of data shared by the states.

Defence Minister Launches ‘Mission Raksha Gyan Shakti’
As part of the ongoing initiatives to enhance self-reliance in defence, the Department of Defence Production has instituted a new framework titled ‘Mission Raksha GyanShakti’ which aims to provide a boost to the IPR culture in indigenous defence industry. The Directorate General of Quality Assurance (DGQA) has been entrusted with the responsibility of coordinating and implementing the programme. An IP Facilitation Cell was established in April, 2018 which has achieved ambitious targets of training 10,000 personnel of OFB and DPSUs on IPR and to facilitate filing of at least 1,000 new IPR applications. The end objective of ‘Mission Raksha Gyan Shakti’ is to inculcate IP culture in Indian defence manufacturing ecosystem thus promoting a culture of innovation and creation of Intellectual Property.

Under the Blue Revolution scheme, 29,128 hectares has been developed for aquaculture, 7441 traditional boats have been modernized and converted into motorized boats, Rs 7522 crore has been approved for Fisheries and Aquaculture Infrastructure Development Fund (FIDF). FIDF would help in creating employment opportunities to over 9.40 lakhs fishers/fishermen/ fisher folks and other entrepreneurs in fishing and allied activities and attracting private investment in the creation and management of fisheries infrastructure facilities. It would also help in the creation of fisheries infrastructure facilities both in marine and inland fisheries sectors, which would boost fish production and help achieve target of Rs. 15 million tonne by 2020 under Blue revolution. It aims to achieve a sustainable growth of 8% to 9% in a move to augment fish production to the level of about 20 million tonnes by 2022-23.

NITI Aayog to Address Fake Drugs Menace using Blockchain
AN agreement has been signed by NITI Aayog, with cloud services provider Oracle, hospital chain Apollo Hospitals, and pharmaceutical manufacturer Strides Pharma Sciences, to develop a technology for curbing distribution of fake drugs. Their aim is to use blockchain decentralised ledger and IoT software and pilot a real drug supply chain. This will provide support to governments and healthcare experts to detect fake drugs and effectively enforce penalties on the wrong-doers with proper data backing them.

Embryo Transfer Technology Centres
The government has announced that twenty Embryo Transfer Technology Centres are being established in India, and a proposal for 19 other centres have been approved. The Minister of Agriculture and Farmers Welfare also stated that 3000 high genetic merit bulls of indigenous bovine breeds are being produced at these centres.

With an aim to improve governance and citizen services using data analytics, the National Informatics Centre will help government departments through Centre of Excellence for Data Analytics. The Centre will assist the government in understanding how the huge amount of data generated by the government can be used to make scheme implementation more effective. Digi Yatra
The Ministry of Civil Aviation has released a policy on biometric based processing of passengers, Digi Yatra. This step is meant to ensure uniform implementation and passenger experience across India airports through a connected ecosystem. It will also enable the airports to provide innovative services and consent based targeted services in the future. The main Digi Yatra platform will be functional by the end of February, 2019, and it will be initially launched Kolkata, Varanasi, Pune and Vijayawada.

#LooReview Campaign
The Ministry of Housing and Urban Affairs has partnered with Google to launch the Loo Review campaign. This will enable local guides to rate and review public toilets on Google Maps. This campaign is part of the feature that allows citizens to locate public toilets in their cities on Google Maps and also provide feedback on it. This campaign is a step towards enabling local guides to post feedback on public toilets and use the hashtag #LooReview for a chance to be featured on Google Local Guides’ social channels.

The Ministry of Women and Child Development will present awards to those who put in serious effort to make ‘Poshan Maah’ a success. First General Assembly of International Solar Alliance Inaugurated
The Prime Minister inaugurated the first general assembly of the inter-governmental International Solar Alliance in New Delhi. It was mentioned that India has added about 36 GW of renewable energy in the last four years and that the solar sector alone had grown nine times in that period. The Prime minister also stated that India is trying to focus on biomass, biofuel and bio-energy in the years to come.

Banking Initiatives
The Government has announced multiple initiatives in the banking sector. A financial inclusion index will be released at the end of the year, with ratings for states based on their performance on availability of last-mile banking services. A common online platform has also been launched for MSMEs enabling businesses to get loans up to Rs 1 crore approved through an automated process within just 59 minutes. Jan Dhan Darshak, a banking services infrastructure location app has also been announced, to bring banking services to every citizen.

Ayushman Bharat Launched
The Ayushman Bharat-Pradhan Mantri Jan Arogya Abhiyan was launched by the Prime Minister in Ranchi, on September 23rd. Claimed to be the world’s largest government-funded healthcare programme, the scheme is meant to provide Rs 5 lakh insurance cover to 10 crore families, the insurance premium for which will be taken care of by the government. Five states have refused to be part of the scheme.

Device to Tackle Pollution in High Traffic
To address the problem of air pollution at high traffic zones, the National Environmental Engineering Research Institute, Nagpur based laboratory of the CSIR, has developed a device called WAYU. This device has been installed at the ITO junction and Mukarba Chowk in Delhi. Over the next month, 54 more such devices will be installed in other parts of the city.The purifier costs Rs 60,000 each.

Dispensary Cum Branch Office in 29 Districts
The Employees’ State Insurance Corporation has made dispensary cum branch offices operational in 29 districts, with an aim to extend it across the country. This will provide primary care services in the said areas, irrespective of whether such areas already have a state-run dispensary. The same place will also serve as the branch office.

Modified Guidelines for PM Fasal Bima Yojana
The operational guidelines modified by the government provides for the crop insurance companies to pay 12 percent interest to farmers if they delay claim payouts beyond two months from the prescribed will. The insurance companies will also have to be paid 12 percent interest by the state governments if they delay release of their share of subsidy beyond three months of the cut-off date.

The Power Ministry has launched an ambitious programme to achieve energy efficiency in chillers. The Bureau of Energy Efficiency has formulated the Chiller Star Labelling Programme to provide star rating based on its energy performance. It becomes important to have energy efficiency for chillers as they consume more than 40 % of the total energy consumption in commercial buildings.

The HRD Ministry has launched a network of 3404 Test Practice Centres across the country to help students understand the pattern of competitive exams to be conducted by the newly established National Testing Agency. The initiative is meant to especially aid students who lack resources such as the computers and smart phones. A web portal: “Rail Sahyog” Launched
The Minister of Railways has launched a web portal www.railsahyog.in. This portal will provide a platform for the Corporates and PSUs to contribute for creation of amenities like construction of toilets, facility for providing free Wi-Fi, provision of benches, bottle crushing machines, dustbins etc. at/near Railway Stations through CSR funds. The companies desirous of contributing can register themselves at the portal. The requests will be processed by railway officials and based on the principle of first come first serve, the requests will be shortlisted and selected applicants will be intimated to deposit the funds with Railways/nominated agencies like RITES/RAILTEL etc. and the nominated agency will get the work executed thereafter.

CCEA approves 100% electrification BG routes of Indian Railways
The Cabinet Committee on Economic Affairs (CCEA) has approved the proposal for electrification of balance un-electrified Broad Gauge (BG) routes of Indian Railways (IR) comprising of 108 sections covering 13,675 route kilometers. This electrification is likely to be completed by 2021-22. The decision will benefits the nation in several ways including capacity & speed, safety, energy security, energy bill savings, sustainability, employment generation etc.

Cabinet approves continuation of CDS
The Cabinet Committee on Economic Affairs (CCEA) has approved continuation of the Capacity Development Scheme (CDS) for the period 2017-18 to 2019-20. The major ongoing activities under this scheme includes augmenting resources for bringing out important statistical products, conducting various socio-economic surveys, capacity building and strengthening statistical coordination, and improving IT infrastructure. In view of the requirement for better statistical coverage of sectors/areas, in addition to the regular ongoing activities, the ministry proposes to continue and also to take up three new surveys under the scheme, namely, Time Use Survey (TUS), Annual Survey of Service Sector Enterprises (ASSSE), and Annual Survey of Unincorporated Sector Enterprises (ASUSE).

Cabinet approves MoU on blockchain by Exim Bank
The Union Cabinet has given its ex-post facto approval for the Memorandum of Understanding (MoU) on Collaborative Research on Distributed Ledger and Blockchain Technology in the context of Development of digital economy by Export-Import Bank of India (Exim Bank) with the participating member banks, under the BRICS Interbank Cooperation Mechanism. Distributed Ledger/Blockchain technology holds potential for solutions to various challenges being faced in the financial sector space of the BRICS nations. The MoU intends to enhance understanding of Distributed Ledger/BlockChain technology, through the joint research efforts to identify areas within respective business operations where it may have the potential for applications aimed at enhancing the operational efficiencies.

Cabinet approves amendment NID Act, 2014
The Union Cabinet has given its approval for introduction of Bill in Parliament for amendment of National Institutes of Design (NID) Act, 2014. The amendment include the establishment of four new NID within the ambit of the National Institute of Design Act, 2014 and to declare them as Institutions of National Importance (INIs) at par with the National Institute of Design, Ahmedabad. Establishing new NIDs as INIs in different geographical regions of the country will help produce highly skilled manpower in design which, in turn, will create job opportunities, both direct and indirect.

Notification Issued for Bringing the HIV/AIDS Act, 2017 in Force
The Ministry of Health and Family Welfare has issued a notification for bringing the Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) (Prevention and Control) Act, 2017 in force from 10th September, 2018. The Act, safeguards the rights of people living with HIV and affected by HIV. The provisions of the Act address HIV-related discrimination, strengthen the existing programme by bringing in legal accountability, and establish formal mechanisms for inquiring into complaints and redressing grievances. The Act seeks to prevent and control the spread of HIV and AIDS, prohibits discrimination against persons with HIV and AIDS.

The Minister of Agriculture and Farmer’s in National Conference on “Potential of Waste in Energy Generation and its Challenges” informed that the government is providing subsidy @50-80% for crop residue management machinery. These machines can help farmers in mixing crop residue with soil to make it more productive. Farmer groups are being provided financial assistance @80% of the project cost for establishing Farm Machinery Banks for Custom Hiring of crop residue management machinery.

The Union Cabinet has approved the continuation of National Mission for Financial Inclusion – Pradhan Mantri JanDhan Yojana (PMJDY). The continuation of the Mission would enable all adults/households of the country to have atleast a basic bank account with access to other financial services, social security schemes and overdraft upto Rs. 10,000. It will, thus, bring them into the mainstream of financial services and will facilitate transfer of benefits of various subsidy schemes of the Government more efficiently.

Cabinet Approves Establishment and Operationalization New IIM Campuses
The Union Cabinet has approved the establishment and operationalization of permanent campus of seven new Indian Institutes of Management (IIMs) at Amritsar, Bodh Gaya, Nagpur, Sambalpur, Sirmaur, Vishakhapatnam and Jammu, and their recurring expenditure at a total cost of Rs 3775.42 crore. These IIMs were established in the year 2015-16/2016-17. These institutes are presently functioning from transit campuses. Each of these IIMs will construct an area of 60384 Sqm, which will have complete infrastructural facilities for 600 students in each IIM.

Tourism Ministry Sanctioned Projects for Development of Rural Circuit In Kerala
The Ministry of Tourism has sanctioned the project “Development of Rural Circuit: Malanad Malabar Cruise Tourism Project’ in Kerala under Swadesh Darshan Scheme for Rs. 80.37 Crores. The project focuses on development of water based thematic cruise experiences in and around Valapattanam and Kuppam Rivers of Kannur District. Under this the ministry has sanctioned funds for development of basic infrastructure facilities like Passenger Terminals, Boat Terminals, Jetties, Boat Race Gallery, Restaurants, Food Courts, Performance Areas, Open Air atres, Angling Yards, Parking, Cycle tracks, Handicraft Kiosks, Bio Toilets, Wi-Fi facilities, Drinking Water Facilities, Floating Markets for local produce, Solar Lamps, Watch Towers, Solid Waste Management, CCTV, Signage etc. The cruises under the project will be operated under the PPP mode.

Cabinet approves continuation of the CSS-IDWH.
The Cabinet Committee on Economic Affairs has approved continuation of the centrally sponsored umbrella scheme of Integrated Development of Wildlife Habitats (CSS-IDWH) beyond the 12th plan period from 2017-18 to 2019-20. The scheme consists of Centrally Sponsored Scheme of Project Tiger (CSS-PT), Development of Wildlife Habitats (CSS-DWH) and Project Elephant (CSS-PE). The schemes would address the human wildlife conflict effectively and would generate employment opportunities resulting in economic upliftment of people in and around tiger reserves/ Protected Areas besides leading to reduction in natural resource dependency with substitution by clean energy use. The implementation of the schemes would be done through the respective states in designated Tiger Reserves, Protected Areas and Elephant Reserves.

Union minister of state for Youth Affairs and Sports (I/C) has approved the participation of Kho Kho team from India at the First International Kho Kho Championship in England from 1st to 4th September, 2018, with financial support from the government. This has been approved for the first time and the decision has been taken with a view not only to give fillip to this traditional Indian sports and sportspersons but also to pave the way for its future mainstreaming at the International level and its possible inclusion in multi-disciplinary sporting events like the Asian Games, Commonwealth Games, Olympics, etc.

First Biofuel Flight in India
SpiceJet successfully operated India’s first ever biofuel flight, from Dehradun to Delhi. It had 25% of biojet fuel and 75% of air turbine fuel. The said fuel helps reduce carbon emissions considerably along with being low cost. The SpiceJet chairman and MD stated that this has the potential to reduce their dependence on traditional aviation fuel by up to 50% on every fuel and bring down fares.

Phase I of ReNew Power’s Wind Power Project Commissioned
Located in Kutch, Gujarat, phase I of the 250-MW wind power project has been commissioned, which will supply electricity to the northern and eastern states of UP, Bihar, Jharkhand and Odisha. This project is part of India’s first wind power reverse auction and ReNew Power is India’s first renewable energy company to commission the first wind power project under the inter-state transmission system (ISTS) scheme.

Solar Power Tariff at an All Time Low
The auctions conducted by the Madhya Pradesh government, to find developers of solar projects to be built on government and private building rooftops, saw the lowest bid in the country so far of Rs. 1.58 per kilowatt-hour. Skill India’s Support to Ayushman Bharat
A joint initiative has been undertaken by the Ministry of Skill Development and Entrepreneurship and the Ministry of Health and Family Welfare, that will involve Skill India supporting one lakh Arogya Mitras, in effect contributing to the Pradhan Mantri Jan Arogya Yojana (PMJAY). Under the PMJAY, the Arogya Mitras are supposed to be deputed at each Empaneled Health Care Provider to provide necessary support in areas such as grievance redressal, handling emergency cases and beneficiary verification and authentication, to name a few. The fact that the Arogya Mitras will be the first level of interface for beneficiaries of PMJAY makes it crucial for them to be sufficiently trained.

A new 21-member committee, has been set up to advice the Prime Minister on matters related to science, technology and innovation. The Council includes personalities of high reputation from the field, such as the noted mathematician Professor Manjul Bharghava, Major General Madhuri Kanitkar and will be headed by the principal scientific adviser to the Government of India, K Vijay Raghavan. The setting up of a body of this nature is a step towards according the much needed importance to the role of science and technology in governance.

Drone Regulations 1.0
The government has released its first set of regulations allowing and governing legal drone operations in India, also referred to as Drone Regulations 1.0. The drone operations will be controlled by a license system, requiring you to have an Unmanned Aircraft Operator Permit in order to pilot a drone, a drone which will have to be registered with the government, issued with a Unique Identification Number. The regulations also specify certain areas wherein alone these unmanned aerial vehicles can be operated. The current set of regulations also do not permit drone delivery.

The HRD Ministry launched the third edition of Smart India Hackathon in New Delhi. It is a nationwide initiative where students get a platform to provide solutions to some pressing issues faced regularly. Surat Beautification Project
The Municipal Corporation of Surat is working on various projects for the beautification of the city, some of which have also been proposed as a Smart City Challenge Project to obtain central government funding. Some of the projects are: developing a weir-cum-causeway project on the Tapi river, setting up of a garden on the banks of Kakra creek, introduction of battery operated rickshaws for the convenience of citizens, development of city squares and heritage square between Kasturba garden to Gandhibaug. The creek project is an ambitious one as it seeks to convert the washed away land on the banks of the creek into a garden, with over 50,000 trees and sapling varieties over 60 hectares of unused land.

Movehack – 2018
NITI Aayog’s global mobility hackathon, launched on the 1st of August, has seen a registration of around 7,500 individuals, and 3000 teams globally. Exercise Pitch Black
An Indian Air Force contingent actively participated in the large force employment warfare exercise, hosted by the Royal Australian Air Force, for the first time. 16 countries and more than 140 aircraft participated in this edition of the Pitch Black, and was the largest of the exercises conducted by them so far. “The IAF contingent interacted with various countries, gained first-hand experience of training patterns, employment and operating philosophies of their combat assets. The operational lessons learnt by IAF during the exercise will help it add more teeth to its overall operational capabilities”, the IAF said in its release. Throughout the last decade, the IAF has been actively participating in many such operational exercises conducted by different countries.

New Pictorial Warning for Tobacco Products
A new set of images have been released by the Ministry of Family and Health Welfare, to be used for cigarette and other tobacco products as health warnings. The Ministry has stated that those involved directly or indirectly shall ensure that all tobacco products shall have the specified health warnings exactly as prescribed. It has also stated that violation of any of these provisions will be punishable as per Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003.

Bhoomi Rashi Portal
A new initiative, Bhoomi Rashi, has been launched by the Ministry of Road Transport and Highways, which will cut short the time taken to acquire land by taking the entire process of land acquisition online. The portal also has been linked to the public financial management system which will enable crediting of funds directly into the account of the person, who owns the land on which the road is being constructed. This step will help reduce the cost involved in acquiring land and also reduce administrative charges.

Over 25,000 Government Organisations Registered Under GeM
The online platform of the Commerce Ministry, Government e-Marketplace, sees a registration of over 25,000 government organisations from centre, state and public sector units. The platform that was launched in August, 2016, with an aim to create an open and transparent procurement platform for government, has made over 4.2 lakh products available on its platform, through a network of over 1.3 lakh sellers and service providers.

Niryat Mitra App Launched
The Ministry of Commerce and Industry has launched a mobile application, Niryat Mitra, developed by the Federation of Indian Export Organisations (FIEO), the largest exporters’ organisation in the country. The application will benefit traders immensely, by providing them with a wide range of information, including but not limited to policy provisions for export/import, GST rates, tariff/preferential tariff, SPS/TBT measures, etc.

NITI Aayog Workshop with Civil Society Organisations in J&K
A day long workshop was conducted by the NITI Aayog with the civil society organisations of Jammu and Kashmir. Officials have stated that despite challenges, the state government has undertaken many initiatives that has led to a strong performance in the health sector. Above 60 such organisations from J&K region, along with officials from NITI Aayog and 14 central ministries, and organisations from across the country participated in the workshop.

Startup India Madhya Pradesh Yatra
The Government’s Startup India Yatra, held in collaboration with the Startup Madhya Pradesh, was launched on 17th of July, 2018. More than 5000 participants with 427 startups pitched their ideas. 136 of these were selected for the grand Finale held in Indore. The shortlisted participants have been made a part of an accelerator programme to be trained for their finale pitches and 7 incubators have made 110 incubation offers to 71 startups at the event. 16 entrepreneurs were awarded with cash prizes in the range of 25000 and 75000. The mission of the Startup India Yatra has been to provide a platform to budding entrepreneurs in the tier 2 and tier 3 towns of India.

WHO lauds India’s efforts for accelerated Sanitation Coverage
In the event that 100% coverage is achieved by October, 2019, around 300000 deaths caused by diarrheal disease and protein-energy malnutrition (PEM) can be averted. The study conducted by WHO on the impact on health of the Swachh Bharat Mission- Gramin, points out that this form of accelerated coverage of safe sanitation services will play a major role in reducing the burden of diarrheal disease and PEM.

PMUY Hits the 5-Crore Mark
The Pradhan Mantri Ujjwala Yojana (PMUY), launched in May, 2016, has handed over 5 crore LPG connections. The initial target was to reach 5 crore BPL households and the set deadline for providing them with a deposit free LPG connection was the 31st of March, 2019. In the year 2018, the target was revised to 8 crores, considering the success of the scheme. WHO has also recognised PMUY as one of the significant interventions made by the Government to address the issue of Indoor Air Pollution.

122 New Projects Approved Under IMPRINT-II
The second phase of IMPRINT which was launched in March, the Government sanctioned a fund of Rs 1000 crore for the purpose of research in Science and Technology, provided over the course of next two years, till 2020. The MHRD has approved 122 new research projects at a cost of Rs 112 crore, in the fields of Energy, Healthcare, Defence and Security etc. IMPRINT, as an initiative, seeks to address the major science and engineering challenges that needs to be addressed.

Pension Fund Regulatory and Development Authority (PFRDA) invites Expression of Interest (EOI) from reputed Actuary/Actuarial firm for valuation to estimate the shortfall of the minimum guaranteed pension and suitable provisioning for gap funding under Atal Pension Yojana(APY). The EOI document has been issued on 18.07.2018 and the same is available on PFRDA’s website. As on date, 1.08 cr subscribers have been registered under APY and more than Rs 4,500 Cr contribution have been collected from the subscribers under the Scheme.

CBIC to Observe Third Refund Fortnight to Clear Pending Refunds
For the past several months, the refunds under GST have been a concern for the government & traders. In this regard, the Central Board of Indirect Taxes and Customs (CBIC) has observed two special drives cum refund fortnights in the Month of March and June which have provided a lot of relief to the trade. However, in order to liquidate pendency further, and to guide the traders for applying for the refund claims in a proper manner, the government has decided to observe another refund fortnight from 16th July, 2018 to 30th July, 2018. During this period dedicated refund cells and help desks would be provided for exporters to get their refund claims process, in each Commissionerate.

The government has appointed Grievance Redressal Officers (GRO) at both the central and state level under the provisions of e-way bill rules for processing the complaints/information uploaded by taxpayers/transporters regarding detention of their vehicle. Cabinet Approves MoU Between India and Indonesia
The Union Cabinet has given its ex-post facto approval for the MoU between the Central Drugs Standard Control Organization (CDSCO), India and National Agency for Drug and Food Control (BPOM), Indonesia on cooperation in the field of pharmaceutical products, pharmaceutical substances, biological product and cosmetics regulatory functions. It could also facilitate India’s export of pharmaceutical products and will help to establish a framework for fruitful cooperation and exchange of information between the two countries in matters relating to Pharmaceutical products regulation on the basis for equality, reciprocity and mutual benefit.

Government Notifies Amendments to Central Motor Vehicles Rules
Ministry of Road Transport and Highways has notified the draft of amendments to the Central Motor Vehicles Rules, making FASTags and Vehicle Tracking System device mandatory for all commercial vehicles obtaining the national permit. The proposed amendment also provides that no fitness certification shall be required at the time of registration for new transport vehicles sold as fully built vehicles. Such vehicles will have the certificate of fitness for a period of two years from the date of registration. The proposed amendment also provides the provision for carrying the Driving License and Pollution Under Control certificates in physical or digital form. Detailed notification in this regard is available on website www.morth.nic.in. The ministry has invited suggestions and objections to the proposed amendments by the 11th August 2018.

Government Constituted a Committee to Review Provision Under Companies Act, 2013
The Ministry of Corporate Affairs (MCA) has constituted a 10 member committee, headed by the Secretary of MCA, for reviewing the penal provisions in the Companies Act, 2013. The committee will review offenses under the Companies Act, 2013 and shall submit its report within thirty days to the central government for consideration of its recommendations.

MoU signed between Indian Army and SBI
A MoU has been signed between the Indian Army and SBI on the Defence Salary Package. The revised MoU will suit the requirements of serving soldiers, pensioners and families. A number of additional facilities have been incorporated in the revised MoU which include free personal accident death cover, free permanent total disablement cover and other accidental benefits to the deceased soldier and family. This will benefit a large number of serving and retired army personnel who are having their accounts with SBI.

PM Inaugurates New ASI’s Headquarters
The Prime Minister inaugurated ‘Dharohar Bhawan’ – the new headquarters building of the Archaeological Survey of India (ASI), – at 24, Tilak Marg, New Delhi. The building has been equipped with state-of-the-art facilities, including energy-efficient lighting and rainwater harvesting. It also includes a central archaeological library with a collection of about 1.5 lakh books and journals. The library is a unique and valuable treasure trove in India and the world for those who are keen to undertake research work in the field of archaeology, religious and cultural perspective of India.

India-Korea TEC Inaugurated
The Minister of State (I/C) MSME and Minister of SMEs and Start-ups of Republic of Korea have inaugurated the India-Korea Technology Exchange Centre (TEC). The purpose of the TEC is to create a platform for micro, small and medium enterprises of India and Korea where they can be assisted to identify and exchange latest technologies, share management expertise, product development and technology applications for product development. The India-Korea TEC will work towards identifying Indian technologies which can be exported to Korea and find suitable Korean partners for the same, initiating various cooperative MSME projects complimenting each other’s strengths in MSME sector, creating technology data bank from each side to encourage technology transfers, production of high quality products in India and encouraging Joint Ventures and business matching between Indian and Korean SMEs, besides others.

India, South Korea Sign Five MoUs in Science & Technology
India and South Korea have signed five MoUs in the field of Science & Technology. Union Minister for Science & Technology and his South Korean counterpart signed three MoUs for (i) Programme of Cooperation 2018-21; (ii) Establishment of Future Strategy Group; (iii) Cooperation in Biotechnology & Bioeconomy. Two other MoUs were signed between Council of Scientific & Industrial Research (CSIR), and South Korean National Research Council for Science & Technology and IIT Mumbai and Korea Institute of Science & Technology, to further accelerate future-oriented cooperation in their respective sectors.

NTA to conduct Higher Educational Institutions Entrance Examinations
In November 2017, National Testing Agency (NTA) was constituted as an autonomous and self-sustained premier testing organization to conduct entrance examinations for higher educational institutions. Now, it has started its working and will conduct various entrance examinations from next academic sessions. This will bring a qualitative difference in the examination process by its focus on research and scientific test design using services of experts, researchers, statisticians, psychometricians, test item writers and education specialists. For the first time, the JEE (Main) and NEET (UG) will be conducted twice before admissions in the next academic session. This gives a choice to the students especially if they fail to appear in a test due to unwarranted circumstances. The examinations will be conducted in computer-based mode only (starting from UGC-NET exam to be conducted in December)e.

Cabinet Approves Extension of RRBs Recapitalization Scheme
The Union Cabinet has approved the extension of the scheme of recapitalization of Regional Rural Banks (RRBs) for the next three years i.e. up to 2019-20. This will enable the RRBs to maintain the minimum prescribed Capital to Risk Weighted Assets Ratio (CRAR) of 9 %. A strong capital structure and minimum required level of CRAR will ensure the financial stability of RRBs which will enable them to play a greater role in financial inclusion and meeting the credit requirements of rural areas. The identification of RRBs requiring recapitalization and the amount of capital to be provided will be decided in consultation with NABARD.

Boost to Farmers Income
The Cabinet Committee on Economic Affairs has approved the increase in the Minimum Support Prices (MSPs) for all kharif crops for 2018-19 Season. The decision redeems the promise of the predetermined principle of fixing the MSPs at a level of at least 150 percent of the cost of production announced by the Union Budget for 2018-19. The Commission for Agricultural Costs and Prices (CACP) has recommended MSPs for all kharif crops broadly in line with the announced principle. Government has also taken several farmer friendly initiatives like: lower premium rates for crop insurance, a Mobile App “Crop Insurance”, a scheme to develop a pan India electronic trading platform, a new model of Agricultural Produce and Livestock Marketing (Promotion & Facilitation) Act – 2017, and soil health cards to farmers across the country. With the above measures taken, the Government has set a target to double the farmers’ Income by 2022.

ECI Launches “cVIGIL” App for Citizens
The Election Commission of India (ECI) launched ‘Cvigil’ mobile app for citizens to report any violation of the Model Code of Conduct (MCC) during elections. This app will allow anyone in the election-bound state to report violations of MCC that comes into effect from the date of announcement of elections and goes on till a day after the polls. With this app, citizens can immediately report on incidents of misconduct within minutes of having witnessed them and without having to rush to the office of the returning officer to lodge a complaint. The vigilant citizen has to click a picture or record a video of up to two minutes’ duration of the scene of violations of the model code. The app has inbuilt features to prevent its misuse. The moment a citizen exits an election-bound State, the app will become inactive. The new app is expected to fill in all the gaps in the existing system and create a fast-track complaint reception and redressal system.

PM lays the Foundation Stone of National Centre for Ageing at AIIMS
The Prime Minister laid down the foundation stone of the National Centre for Ageing at AIIMS. He also dedicated the underground connecting tunnel between AIIMS and JNPA Trauma Centre, Power Grid Vishram Sadan at AIIMS along with the 500 bedded new emergency block and 807 bedded Super Specialty block at the Safdarjung hospital to the nation. The National Centre for Ageing will provide state of art clinical care to the elderly population and shall play a key role in guiding research in the field of geriatric medicine and related specialties. The underground tunnel is providing connecting facility between AIIMS and JPNA Trauma center and will reduce the commute time between the two centers. The Power Grid Vishram Sadan has a 300 bedded night shelter facility meant for the patients and their relatives visiting AIIMS and JPNA Trauma center. The 11-floor facility has been funded by the Power Grid Corporation. New emergency block at Safdarjung hospital will have house facility for victims of road traffic accidents, acute trauma suffered by individuals at home or work, acute poisoning and severe medical and surgical emergencies.

Cabinet Approves DNA Technology (Use and Application) Regulation Bill, 2018
The Union Cabinet has approved the DNA Technology (Use and Application) Regulation Bill 2018. The main objective of the bill is to expand the application of DNA-based forensic technologies to support and strengthen the justice delivery system of the country. The bill ensures that the DNA test results are reliable and the data remain protected from misuse or abuse in terms of the privacy rights of the citizens. The bill will also help in speedier justice delivery, increased conviction rate. The provision under the bill will enable the cross-matching between persons who have been reported missing unidentified dead bodies found in various parts of the country on the other, and also for establishing the identity of victims in mass disasters.

Boost to Higher Education
The Cabinet Committee on Economic Affairs has approved the proposal for expanding the scope of Higher Education Financing Agency (HEFA) by enhancing its capital base to Rs. 10,000 crore and tasking it to mobilize Rs. 1,00,000 crore for Revitalizing Infrastructure and Systems in Education (RISE) by 2022. The CCEA has approved five windows for financing under HEFA and the modalities of repaying the principal portion of the fund. This would enable addressing the needs of all educational institutions with differing financial capacity in an inclusive manner.

Cabinet Approves Capital Infusion in ECGC Ltd.
The Cabinet Committee on Economic Affairs has approved the capital infusion of Rs.2000 crore for strengthening of Export Credit Guarantee Corporation (ECGC). The amount would be infused in the three financial years i.e. Rs. 50 crore in 2017-18, Rs. 1450 crore in 2018-19 and Rs. 500 crore for 2019-20. This infusion would enhance insurance coverage to MSME exports and strengthen India’s exports to emerging and challenging markets like Africa, CIS, and Latin American countries. The increased capital infusion will help ECGC to diversify its product portfolio and provide cost-effective credit insurance helping exporters to gain a stronger foothold in the difficult markets.

Campaign Launched to Promote Energy Efficiency in Air-Conditioning Area.
Minister of State (IC) for Power and New & Renewable launched a campaign to promote energy efficiency in the area of air-conditioning. He said “Every one-degree increase in the air-conditioner temperature setting results in saving of 6 percent of electricity consumed. Under the guidance of Ministry of Power, the Bureau of Energy Efficiency (BEE) has carried out a study and has recommended that the default setting in the air-conditioning should be at 24 degree Celsius. The new campaign will result in substantial energy savings and also reduce greenhouse gas emission. Countries like Japan have already put in place a regulation to keep the temperature at 28 degree Celsius. Under this campaign, an advisory will be issued to all establishments and manufacturers where the manufacturers were advised to keep the default setting of air conditioners at 24 degree Celsius and also to carry out labeling indicating the optimum temperature setting for the benefits of consumers both from financial and their health points of view. These temperatures setting will be in the range of 24-26 degree Celsius.

Adnoc Ties up with Aramco for Refinery in Ratnagiri
Saudi Aramco and ADNOC signed a MoU to jointly develop and build an integrated refinery and petrochemicals complex at Ratnagiri in Maharashtra. The project will be implemented by Ratnagiri Refinery & Petrochemicals Ltd. (RRPCL). The project will be set up as a 50:50 joint partnership between the consortium from India and Saudi Aramco and ADNOC at an estimated cost of Rs. 3 lakh crore (USD 44 billion). This will be single largest overseas investment in the Indian refining sector. The strategic partnership brings together crude supply, resources, technologies, experience and expertise of these multiple oil companies with an established commercial presence around the world. The mega refinery will be capable of processing 1.2 million barrels of crude oil per day. With this RRPCL will rank among the world’s largest refining & petrochemicals projects and will be designed to meet India’s fast-growing fuels and petrochemicals demand.

Government approves the Establishment of Additional 6.5MMT Strategic Petroleum Reserves
The Union Cabinet has approved the establishment of additional 6.5 Million Metric Tonne (MMT) Strategic Petroleum Reserve (SPR) facilities at two locations, i.e. Chandikhol in Odisha and Padur in Karnataka, including construction of dedicated SPMs (Single Point Mooring) for the two SPRs. The SPR facilities at Chandikhol and Padur will be underground rock caverns and will have capacities of 4 MMT and 2.5 MMT respectively. This approval for establishing additional 6.5 MMT SPR facilities will provide an additional supply of about 12 days and is expected to augment India’s energy security.

MoHFW Signs an MoU with IGNOU
Ministry of Health and Family Welfare (MoHFW) signed a MoU with Indira Gandhi National Open University (IGNOU) to scale up the short term healthcare courses. The main objective under this MoU is to specially design the curriculum for 10 courses related to health, to create trained personnel in the healthcare sector, to set up a dedicated cell for developing, implementing and certifying the skill-based programs, and to establish a robust monitoring and assessment framework to ensure that MoHFW standards are followed stringently. MoHFW will provide financial assistance to IGNOU for establishing the structure and initiating the programs. The courses will be initiated in a phased manner across the country and in the first phase, only four courses namely Home Health Aide, Geriatric Care Assistant, Phlebotomist and General Duty Assistant will be launched. The remaining six courses will be started in next phase. The total target of the project is to provide more than 14 lakh trained manpower by 2025.

Visa Exemption to Foreign Designers in Handicrafts Sector
Export Promotion Council for Handicrafts (EPCH) had sought the intervention of Union Minister of Textiles for getting the exemption from the minimum salary condition for grant of employment visa to foreign designers. As a result of the Textiles Minister’s prompt action regarding same, Handicrafts sector has been exempted from minimum salary condition (Rs. 16.25 lakhs per annum) for grant of employment visa to foreign designers for a period of 2 years i.e. till 30.06.2020. This will help the exporters to hire international designers as per their requirement and to develop products in sync with international trends.

Government Simplifies Process for Additional Borrowing by States
The finance ministry has simplified the process for additional borrowing by state governments after discussions in the 4th meeting of the NITI Aayog Governing Council. During the meeting, some states had pointed out that the permission accorded by the Department of Expenditure, Ministry of Finance, is delayed due to bunching of proposals received from different states at different intervals into one consolidated approval. The government, keeping in view its policy for cooperative federalism, has therefore decided to simplify the process of approval of such additional borrowing limits requested by states. Now, the proposal for additional borrowing within certain limit along with complete information will be processed independently as and when it is received.

Comments Requested on Amendment in Rule 10CB of IT Rules, 1962
In order to make the actual allocation of funds consistent with that of the primary adjustment, section 92CE was inserted in the Income-Tax Act with effect from 1st April 2018 to provide for secondary adjustment by attributing income to the excess money lying in the hands of the associated enterprise (AE). The time limit of 90 days was prescribed for repatriation of the excess money to India under section 92CE(2) by inserting Rule 10CB of the Income-tax Rules, 1962. Income Tax department has been facing some difficulties in implementing the provisions of Rule 10CB(1) in respect of primary adjustment. In order to remove these difficulties, draft notification providing modification has been framed and uploaded on the website for comments from stakeholders and the general public.

Government Declares National Targets for Off-Shore Wind Power
The Ministry of New & Renewable Energy invited Expressions of Interest (EoI) for the first 1 GW offshore wind project in India, which has evoked the keen response from the industry. Now to give confidence to the wind industry, the Ministry has declared the medium and long-term target for off-shore wind power capacity additions, which are 5 GW by 2022 and 30 GW by 2030. It is a challenging task considering the difficulties in installing large wind power turbines in open seas. It may be mentioned that offshore wind turbines are of much larger dimensions and capacities than onshore turbines. This would add a new element to the already existing basket of renewable energy for the country. Globally there has been the installation of about 17 to 18 GW of offshore wind power led by countries such as UK, Germany, Denmark, Netherlands & China.

Government Constituted a Subgroup to Coordinate Policy for Agriculture and MGNREGS
GOI has set up a CM’s subgroup to coordinate policy approaches for agriculture and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) with the CM of Madhya Pradesh as the convener and CM’s of Andhra Pradesh, Bihar, Gujarat, Uttar Pradesh, West Bengal and Sikkim along with the member NITI Aayog as its members. The move comes in the backdrop of the PM’s vision of doubling farmers income by 2022 which requires a multi-dimensional and inclusive approach. During the deliberations, it was suggested to come out with approaches with special emphasis on pre-sowing and post-harvest interventions using MGNREGS, for creating durable assets that double incomes of farmers and reduce agrarian distress. The subgroup will submit its report within three months from its date of constitution.

The Ministry of Corporate Affairs had constituted a two-member expert committee to update the National Voluntary Guidelines on Social, Environmental and Economic Responsibilities of Business (NVGs). The draft has been placed on the website, www.mca.gov.in for public comment till 20.07.2018. The updated version will be finalised after an assessment and review of suggestions and inputs received from stakeholders and wide consultations with the relevant Ministries, Business and Stakeholders at large.

HRD Minister Dedicates the National Digital Library to the Nation
The Union HRD Minister launched the National Digital Library of India’s on the occasion of National Reading Day. This National Digital Library of India (NDLI) is an HRD ministry project under the aegis of National Mission on Education through Information and Communication Technology (NMEICT). The objective of NDL is to make digital educational resources available to all citizens of the country to empower, inspire and encourage learning. NDLI is developed by IIT Kharagpur and is a single window platform that collects and collates metadata from premier learning institutions in India and abroad, as well as other relevant sources. It is a digital repository containing textbooks, articles, videos, audiobooks, lectures, simulations, fiction and all other kinds of learning media. The library can be accessed by anyone at any time and anywhere absolutely free of cost. NDL is also available on the Mobile app.

IIT-BHU gets Future-Ready with AI and ML Skills
The Indian Institute of Technology – Banaras Hindu University (IIT-BHU) and Amazon Internet Services Private Limited (AISPL) signed a MoU to develop cloud-ready job skills by providing access to the AWS Educate program and to help establish a Cloud Research Lab on Artificial Intelligence (AI) and Machine Learning (ML). The Cloud Research Lab will provide students with opportunities to use AWS Cloud technology to pursue research initiatives that focus on AI and ML innovation for India. Under the MoU agreement. This collaboration will help accelerate cloud-related technical expertise for students and boost their readiness as they prepare to undertake the industry-recognized Certification. Taxpayers can now change email and mobile number under GST system
The government has introduced a new system to allow taxpayers to update email and mobile number in the GST system. This was introduced as they have received many complained that “the intermediaries who were authorized by them to apply for registration on their behalf had used their own email and mobile number during the process and now they are not sharing the credentials with the taxpayer due to which they are at their mercy. The taxpayer now can update their email and mobile number through the concerned jurisdictional tax authority.

20 States sign MoU for implementing AB-NHPM
Union Minister of Health and Family Welfare exchanged the MOU with the State Health Ministers of 20 states marking their commitment towards the launch of the Ayushman Bharat – National Health Protection Mission (AB-NHPM). This mission is to protect the people and at the same time, Health and Wellness Centres (HWCs) will deliver comprehensive primary health care. The H&WC would provide preventive, promotive, and curative care for non-communicable diseases, dental, mental, geriatric care, palliative care, etc. A web portal for initiating the empanelment of hospitals under the mission was also launched. This marks the commencement of the implementation of AB-NHPM and takes the Mission closer to launch. Training / Demo of empanelment software will be conducted in next two weeks and States can operationalize empanelment of hospitals by 1st of July.

Cabinet approves proposal for enactment of Dam Safety Bill, 2018
The Union Cabinet has approved the proposal for introduction of Dam Safety Bill, 2018 in the Parliament. This act will help all the States and Union Territories of India to adopt uniform dam safety procedures which shall ensure the safety of dams and safeguard benefits from such dams. This shall also help in safeguarding human life, livestock and property. The draft Bill has been finalised after wide consultation with leading Indian experts and international experts. The Bill provides guidelines and standards for proper surveillance, inspection, operation and maintenance of dams in the country to ensure their safe functioning.

Minister launches “Rail Madad” App
In line with digital initiatives, Indian Railways has completely digitized the complaint management system. Railways minister has launched a new App “Rail Madad” – An App to expedite & streamline passenger grievance redressal. RPGRAMS (Railway Passenger Grievance Redressal and Management System) has been developed by Northern Railway (Delhi Division) and comprises many novel features like complaint registration through mobile phone/web. It relays real-time feedback to passengers on the status of their complaints. RPGRAMS integrates all the passenger complaints received from multiple modes on a single platform, analyzes them holistically and generates various types of management reports which enable the top management to continuously monitor the pace of grievance redressal as well as evaluate the performance of field units/ trains/ stations on various parameters viz cleanliness, catering, amenities etc. It also identifies weak/deficient areas and laggard trains/stations for undertaking focused corrective actions.

Minister launched a new App ‘Menu on Rails’
Railways has launched a new App ‘Menu on Rails’, a Mobile Application developed by IRCTC for creating awareness to the Railway Passengers for the items served to them on their rail journey. Some of the salient features of the app are menu display under four categories viz Beverages, Breakfast, Meals and A-La-Carte, Rates for standard food items like Tea, Coffee, Packaged Drinking Water etc. It also displays the menu to be served in Rajdhani/ Shatabdi/ Duronto group of trains where foods are pre-booked passengers at the time of booking their tickets itself. This app will be available on Android and iOS platforms along with website version. This app will help in creating awareness among passengers about food items availablity and their price.

Indigenous Lithium Ion battery production to end dependence on China, Japan
Central Electro Chemical Research Institute (CECRI), Karaikudi, Tamil Nadu under Council of Scientific & Industrial Research (CSIR) and RAASI Solar Power Pvt Ltd have signed an MOA for transfer of technology for India’s first Lithium Ion (Li-ion) Battery project. CSIR-CECRI has developed an indigenous technology of Lithium-ion cells in partnership with CSIR-National Physical Laboratory (CSIR-NPL) New Delhi, CSIR- Central Glass and Ceramic Research Institute (CSIR-CGCRI) Kolkata and Indian Institute of Chemical Technology (CSIR-IICT) Hyderabad. Currently, India is one of the largest importers and in 2017, it imported nearly 150 Million US Dollar of Lithium-Ion Battery from China, Japan and South Korea etc. This project will help India in turning into a manufacturing hub and will cut down the outflow of foreign exchange.

Cabinet approves proposal for withdrawal of Nalanda University (Amendment) Bill, 2013
The Union Cabinet has approved the proposal for withdrawal of Nalanda University (Amendment) Bill, 2013 pending in the Rajya Sabha. The Nalanda University was proposed to be established as a non-state, non-profit, secular and self-governing international institution. Subsequently, the Nalanda University Act, 2010 was passed by the Parliament and came into effect from 25th November 2010. The present proposal is for moving a motion in Rajya Sabha withdrawing the Nalanda University (Amendment) Bill, 2013 introduced in Rajya Sabha on August 26, 2013 to amend certain existing provisions of the Nalanda University Act, 2010 and add some new provisions. The Amendment Bill will need to be discussed with the current Governing Board of Nalanda University before a final decision could be taken on going ahead with the proposed amendments. Further, the current Governing Board may also look into the entire Nalanda University Act, 2010 afresh and suggest amendments/additions wherever necessary.

Tourism Ministry Launched first ever Guidelines on Adventure Tourism
The Government for the first time has issued guidelines for Adventure Tourism in India. These guidelines were launched by the Minister of State for Tourism. These guidelines on safety and quality norms for adventure tourism were formulated by the government along with the Adventure Tour Operators Association of India (ATOAI). The sole aim of this initiative is to help adventure tour operators understand and execute safety guidelines in a better manner. These guidelines cover land, air and water-based activities which include mountaineering, trekking, bungee jumping, paragliding, kayaking, scuba diving, snorkelling, river rafting and many other sports.

PM lays Foundation Stone for Patratu Super Thermal Power Project
PM laid the foundation stone of the 2400 MW NTPC’s Patratu Super Thermal Power Project in Jharkhand. The project is a 74: 26 joint venture between Government of Jharkhand (GoJ) and Patratu Vidyut Utpadan Nigam Ltd. (PVUN), a subsidiary company of NTPC. The project is set to develop the project in two phases: 2,400 MW (3x800MW) in Phase-I and 1,600 MW (2×800 MW) in Phase-II, which will be developed later. The project will allocate 85 % of the power to Jharkhand that will benefit the state in the long run and help in the economic growth of the region. This project has salient features of dry ash disposal system, zero liquid discharge system, Air-cooled condenser technology and rail loading facility for transportation of ash. The Engineering, Procurement & Construction contract of the project has been awarded to BHEL.

PRAAPTI App and Web Portal Launched
A web portal and an App namely PRAAPTI (Payment Ratification And Analysis in Power procurement for bringing Transparency in Invoicing of generators), www.praapti.in, has been launched. This will capture the invoicing and payment data for various long-term PPAs from the generators. This will also help the stakeholders in getting month-wise and legacy data on outstanding amounts of Discoms against power purchase. The app will also allow users to know the details related to the payments made by the Discoms to the power generation company and when they were made. The Portal would also help DISCOMs and GENCOs to reconcile their outstanding payments.

India signs Loan Agreement with the WB for $21.7 Million
India has signed a loan agreement of $21.7 million with the World Bank (WB) to strengthen the public financial management in Rajasthan. The total project size is of approximately $31 million, of which $21.7 million will be financed by the WB and the remaining amount will be funded out of the state budget. The project objective is to contribute to the improved budget execution, enhanced accountability and greater efficiency in Revenue Administration in Rajasthan. The Project involves Strengthening of the Public Financial Management Framework; Strengthening of Expenditure and Revenue Systems; and Project Management and Capacity Building among others.

Government signs loan with WB for PMGSY Rural Roads Project
The Government of India (GOI) has signed a $500 million loan agreement with World Bank (WB) to provide additional financing for the Pradhan Mantri Gram Sadak Yojana (PMGSY) rural roads project. The loan has a 3-year grace period with the maturity of 10 years. This will help the government to build the climate resilient roads of 7,000 km. The WB has supported PMGSY since its inception in 2004. The PMGSY and the Bank’s involvement under this additional financing will emphasize on managing the rural road network through green and climate-resilient construction using green, low-carbon designs and new technologies – far beyond merely funding civil works.

Railways Launches New User Interface for e-Ticketing System
Indian Railways has launched the beta version of its new User Interface for online Travel Portal – www.irctc.co.in. The new link has more user-friendly features for easier navigation. E-ticketing constitutes about two-third of total reserved tickets on Indian Railways. With this Next Generation e-Ticketing (NGeT) system railways will be able to provide an easy and fast way of booking rail tickets by automating the journey planning and purchase of tickets.

NIC launches new data centre in Bhubaneswar
Bhubaneswar becomes the home to fourth National Data Centre (NDC) of National Informatics Centre (NIC) after Delhi, Hyderabad and Pune. The new cloud-enabled NDC aims to offer round-the-clock operations with secure hosting for various e-governance applications of central and state governments and has the ability to support 35,000 virtual servers. NIC will hire 800 professionals in the next one year, including for 355 cyber security experts, to tackle rising risks of cyber security. This centre will provide benefits like on-demand access to ICT (Information and Communication Technology) infrastructure for easy availability and quick deployment of applications and standardized platforms of deployment.

PCET Starts Operating
Northeast Frontier Railway has started operating one lease Parcel Cargo Express Train (PCET) on fortnightly basis. The route of this leased PCET will be from New Guwahati in Assam to Kalyan in Maharashtra with stoppages at New Jalpaiguri, Kalumna goods shed. This move would enable farmers of NE region to market their products at the retail markets in western coastal region. The initiative will promote industries of the region and will also provide sustainable job opportunity to the local youths including unskilled labour. PCET results in less carbon emission which will contribute for Green India & saving of foreign exchange on account of purchasing of fuel.

Cabinet approves provision of mobile connectivity in LWE Areas
The Union Cabinet has approved the “Universal Service Obligation Fund (USOF)” supported scheme to provide mobile services at 4072 tower locations. These locations are identified by Ministry of Home Affairs (MHA) in inhabited uncovered areas affected by Left Wing Extremism [LWE] of 96 districts in 10 States. The total project cost would be Rs.7,330 Crore. This network would be used by the security personnel deployed in LWE affected areas. Project will also provide the mobile services to help the residents in unconnected inhabited villages which would improve the economic activities in the region. It will give impetus to the e-Governance activities in the backward and LWE affected area with the availability of digital mobile connectivity.

Civil Aviation ministry notified draft Passenger Charter
Civil Aviation ministry have notified the draft f Passenger Charter for public consultation. The charter defines the rights for air passengers and ensure a hassle-free air travel experience. Several other initiatives of ministry were also proposed including Digiyatra, AirSewa app, and Wi-Fi Connectivity in flights. The draft defines the rules for compensation in case of delay and cancellation. DigiYatra aims to transform the flying experience for passengers and position of Indian Aviation among the most innovative aviation networks in the world. AirSewa app: ensure timely and effective handling of customer grievances and will disseminate real-time data.

HRD minister has launched the ‘Samagra Shiksha’ scheme for school education. The scheme is a paradigm shift in the conceptual design of school education by treating ‘school’ holistically as a continuum from pre-school, primary, upper primary, secondary and senior secondary levels. The scheme focuses on improving the quality of education at all levels by integrating the two T’s – Teachers and Technology. The scheme builds on the grade-wise, subject-wise learning outcomes and it envisages active participation of all stakeholders especially the parents/guardians, School Management Committee (SMC) members, community and the state functionaries.

UGC has approved UGC (Online Courses) Regulations, 2018
UGC has approved the UGC (Online Courses) Regulations, 2018 in its meeting. Under this any higher educational institutions can offer certificate, diploma and degree programmes in full-fledged online mode in only those disciplines in which it has already been offering the same or similar Programmes /Courses at graduation level in regular mode (of classroom teaching) or in Open and Distance Learning mode and from which at least one batch has been graduated and approved by the statutory councils, as applicable. Aadhaar and Passport shall be used to authenticate the Indian and foreign students respectively for all online interactions including teaching-learning and examinations.

NALCO inks MoU with Government of India for FY 2018-19.
National Aluminium Company Limited (NALCO) has signed MoU with the Ministry of Mines, setting highest ever the target of Rs 9350 crore revenue from operations for FY 2018-19 which is 15% higher than last year. The MoU has been formulated as per Department of Public Enterprise guidelines and finalized after discussions with both Inter-Ministerial Committee as well as Ministry of Mines. The MoU has also set a target of 2.1 million tons for production of Alumina with 100% capacity utilisation & an optimum Aluminium production target of 4.15 lakh tonnes.

19 Teams for Cleaning of Beaches, River Fronts and Lakes in Nine Coastal States
The Ministry of Environment, Forest and Climate Change, has formed 19 teams to take up cleaning of beaches, riverfronts and lakes in the country. Cleaning of around 24 beaches in nine (9) coastal states and cleaning of riverfronts in 24 identified polluted stretches in 19 states will be undertaken. Besides the listed rivers, a special cleanliness drive will be carried out at Yamuna riverfront in Delhi. Certain lakes and water bodies have also been identified for cleaning. The 19 teams will include senior officers of MoEF&CC, state nodal agencies in-charge of eco-clubs of schools, State Pollution Control Boards, district administration, college of fisheries located along the coastal stretches and other educational/research institutions. The teams will involve school children, college students and local communities in the cleaning exercise. An amount of Rs. 10 lakh has been earmarked for each stretch of beach, riverfront and lake. Cleaning up around important archaeological sites will also be taken up.

Cabinet approves National Policy on Biofuels – 2018
The Union Cabinet has approved National Policy on Biofuels – 2018. The salient features of the policy is to categorise biofuels in several categories, to enable extension of appropriate financial and fiscal incentives under each category, to expands the scope of raw material production, to allows the use of surplus food grains for production of ethanol for blending with petrol with the approval of National Biofuel Coordination Committee and to encourages setting up of supply chain mechanisms for biodiesel production. The policy is framed with expected benefits in several fields including reducing import dependency, a cleaner environment, health benefits, MSW Management, infrastructural investment in rural areas, employment generation, Additional Income to Farmers, can help in price stabilization.

The Film Facilitation Office is in the process of establishing a dedicated web portal that will disseminate information on filming locations and the facilities available in India for production/post-production. Cabinet approves a Central University in Andhra Pradesh
The Union Cabinet has given its in-principle approval for establishing a central university by the name of “Central University of Andhra Pradesh” in Janthaluru Village of Ananthapur District, Andhra Pradesh. A fund’s Rs. 450 crore has been approved for meeting the first phase expenditure towards the establishment of the said University. The Cabinet has also approved the proposal for operationalization of the Central University in the transit campus and will be mentored by an existing Central University till its governing structure is in place. This approval would increase access and quality of higher education and help in minimizing the regional imbalances in education facilities.

E-PPO: New Step in the Right Direction
Principal Controller of Defence Accounts(Pensions), Allahabad has started issuance of electronic-Pension Payment Orders (e-PPOs) to the pensioners along with their Pension Disbursement Agencies viz., Banks, Defence Pension Disbursement Offices, Post Offices, etc. This step is taken to move on the Digital India-initiatives of the government and it was limited to all Commissioned Officers and JCOs/ORs of Armed Forces in the first phase which is now extended to all defence pensioners including defence civilians. The shift from the manual system to e-PPO system is expected to minimize delays in pension disbursement and further revision as and when needed. This initiative also eliminates the occurrence of human errors in data entry at multiple levels and will facilitate better implementation of OROP.

Cabinet approves enhancement of budget for NFS for Defence Services
The Cabinet Committee on Economic Affairs has approved the budget enhancement by Rs.11,330 crore for Network For Spectrum (NFS) project for laying of an alternate communication network for Defence Services for the release of spectrum over and Rs.13,334 crore have already been approved by Cabinet Committee on Infrastructure in July 2012. The project will be completed in a period of 24 months by BSNL. The project will boost the communication capabilities of the Defence Forces in a major way leading to enhanced national operational preparedness.

Cabinet approves: AIIMS in Deoghar, Jharkhand
The Union Cabinet has approved setting up of a new All India Institute of Medical Sciences (AIIMS) in Deoghar, Jharkhand. A provision of funds worth Rs. 1103 crore has been approved for the project and the said AIIMS will be set up under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). It will consist of a hospital, trauma centre, medical college, nursing college, residential complexes and allied facilities, 20 Speciality/Super Speciality departments including 15 Operation Theatres and Ayush Department with 30 beds. This project will serve the dual purpose of providing super speciality health care to the population while also helping to create a large pool of doctors and other health workers in this region.

The Government of India has carried out an amendment to the Government of India (Allocation of Business) Rules, 1961 on 7 May 2018, substituting “Directorate General of Trade Remedies” (DGTR) in place of “Directorate General of Anti-Dumping and Allied Duties” in Department of Commerce. This has paved way for the creation of an integrated single umbrella National Authority to be called DGTR for providing comprehensive and swift trade defense mechanism in India. The creation of DGTR will provide a level playing field for the domestic industry.

First ever online selection of Airmen by the IAF
The Indian Air Force (IAF) has successfully conducted its first online selection test for airmen from 03 to 06 May 2018. The first ever Scheduled Test for Airmen Recruitment (STAR) was conducted successfully through computer-based online tests in collaboration with Centre for Development of Advanced Computing (CDAC) Pune. The initiative is part of the Air Headquarters policy to reach out to the best talent to man and service the technology-intensive platforms that equip the IAF. This will also help the IAF to reach out the youth in remote corners of the country and help them participate in the selection.

NITI Ayog inks pact with IBM to develop AI based Agriculture Model
NITI Aayog and IBM signed a Statement of Intent (SoI) to develop a crop yield prediction model using Artificial Intelligence (AI). This will provide real-time advisory to farmers. The partnership aims to work together towards the use of technology to provide insights to farmers to improve crop productivity, soil yield, control agricultural inputs with the overarching goal of improving farmer’s incomes. The first phase of the project will focus on developing the model for 10 Aspirational Districts across the States of Assam, Bihar, Jharkhand, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh.

100 Additional OSCs Approved
The Ministry of Women and Child Development in its Programme Approval Board (PAB) meeting has approved to open 100 additional One Stop Centres (OSC) in the States of Haryana, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Nagaland, Odisha, Tamil Nadu and Uttar Pradesh. The purpose of these OSCs is to facilitate integrated services for women affected by violence such as police assistance, medical aid, psycho-social counselling, legal aid/counselling, temporary stay for 5 days etc. Since April 2015, the Ministry has set up 182 such centres and over 1.3 lakhs such affected women have been assisted.

SoI signed between NITI Aayog and Google
Aiming to foster growth for India’s nascent artificial intelligence (AI) and machine learning (ML) ecosystem, NITI Aayog and Google have come together and signed a Statement of Intent (SoI). Under the aegis of this program, Google will train and incubate Indian AI startups in an accelerator program. These startups will be mentored and coached by Google and its affiliates to enable them to better leverage AI in their respective business models. Google through the NITI Aayog, will conduct hands-on training programs that aim to sensitize policymakers and technical experts in governments about relevant AI tools, and how they can be used to streamline governance.

AI to Monitor the Food Production in Base Kitchens
An Artificial Intelligence (AI) module has been developed by IRCTC to find anomalies in the standard operating procedure using CCTV footage. The AI module realizes the value of their videos and photos with vision computing. It can detect an unexpected change or an event that does not conform to the expected pattern using their machine learning algorithms. Initially, 16 base kitchens of IRCTC have been installed with high definition cameras connected to huge monitors for AI vision detection. The system detects anomalies of headgear, uniforms, rodents and mopping across kitchens and raises issues to be dealt accordingly with by IRCTC.

HRD Ministry notifies 75 NRCs for Higher Education Faculty
HRD ministry has launched a major and unique initiative of online professional development of 1.5 million higher education faculty using the MOOCs platform SWAYAM. In the first phase, 75 discipline-specific National Resource Centres (NRC) have been identified which are tasked to prepare online training material with the focus on latest developments in the discipline, new & emerging trends, pedagogical improvements, and methodologies for transacting revised curriculum. “Swachh Bharat Summer Internship – 100 Hours of Swachhata” Program Launched
The HRD Minister has urged students to become part of the nationwide Swachhta Mission by participating in “Swachh Bharat Summer Internship – 100 Hours of Swachhata” campaign. The campaign was launched by the Ministry of HRD in association with the Ministry of Drinking Water and Sanitation to engage youth across the country for sanitation related work and village level development. The program from 1st May to 31st July 2018 is aimed to develop the skill and orientation of youth for sanitation related work. This will also bring the youth of the country to make a significant contribution to the swachhata revolution and integrate them in the community service in rural areas. The last date of registration is 15th May, 2018. The winners will be awarded by Shields / cups and special certificates at College Level.

Cabinet approves restructuring of Multi-sectoral Development Programme
The Cabinet Committee on Economic Affairs (CCEA) has approved the proposal for renaming and restructuring of Multi-sectoral Development Programme (MsDP) as Pradhan Mantri Jan Vikas Karyakram (PMJVK). CCEA has also approved its continuation during the remaining period of the 14th Finance Commission. The restructured programme would provide better socio-economic infrastructure facilities to the minority communities. The criteria for identification of Minority Concentration Towns and Clusters of Villages have been rationalized. The area to be covered under PMJVK would be 57% more as compared to the existing MsDP. The MsDP covered 196 districts of the country whereas PMJVK will cover 308 districts of the country.

Center and States Collaborated to boost Handloom and Handicrafts
A meeting of state textiles ministers and union minister of textile was held for taking the comprehensive view on the schemes of Government of India for Handloom and Handicraft sectors. The union minister of textiles appealed to State Ministers and representatives to play a pivotal role in decision making for the growth of the textiles sector. Underlining the need for the all-round development of weavers and artisans, the Minister requested officials at the center and the states to ensure that the benefits of all Government of India schemes, like Ujjwala Yojana, Swachhta Abhiyan, reach the beneficiaries.

Suggestions invited on draft notification for new Rule of IT Rules, 1962
Finance Act, 2018 has inserted clause (via) to section 28 of the Income-tax Act, 1961 (‘the Act’) so as to provide that any profit and gains from the conversion of inventory into the capital asset or its treatment as capital asset shall be charged to tax as business income. It has also been provided that for this purpose the fair market value of inventory on the date of conversion or treatment determined in prescribed manner shall be deemed to be the full value of consideration. In view of the above, it is proposed to insert a new rule 11UAB in the Income-tax Rules, 1962 for prescribing the manner of determination of the fair market value of the inventory which has been converted into, or treated as, a capital asset. The draft of proposed notification to be issued for amending the Income-tax Rules, 1962 has been uploaded on the website. Stakeholders are requested to submit their comments/ suggestions on the draft notification.

Cabinet doubles Investment Limit under PMVVY
The Union Cabinet has approved the extension of the investment limit and time limit to boost the social security of the senior citizen. The modified scheme provides the extension investment limit from Rs 7.5 lakhs to Rs 15 lakhs as well as an extension of time limits for subscription from 4th May 2018 to 31st March, 2020 under the Pradhan Mantri Vaya Vandan Yojana (PMVVY). This modification will provide a larger social security cover to the Senior citizens and enable a pension upto Rs.10000 per month for Senior Citizens.

Telecom Commission Approves In-Flight Connectivity
The Telecom Commission has approved almost all the TRAI’s recommendation on In-flight Connectivity in its meeting. With this, the airlines and the TSPs can offer voice and data services in India Airspace once an aircraft reaches an altitude of 3000 meters. It is expected that it will take 3 to 4 months to operationalize the service. In line with the earlier decision of Committee of Secretaries, In-Flight voice and data services shall be provided through Indian Satellites or through satellites approved by Department of Space for communication purposes, with gateways in India.

PMSSY approved beyond 12th Five Year Plan
In a major boost to the expansion of healthcare infrastructure in the country, the Union Cabinet has approved the continuation of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) beyond 12th Five Year Plan for a period 2017-18 to 2019-20 with a financial outlay of Rs. 14,832 crores. Under this scheme, new All India Institute of Medical Science (AIIMS) is established and the government medical colleges will be upgraded. Setting up of new AIIMS in various states will lead to employment generation for nearly 3000 people in various faculty and non-faculty posts in each of the AIIMS and also this will lead to the improvement in health outcomes through the adequate and timely intervention of medical/health services.

Continuation of ‘Krishonnati Yojana’ approved
The Cabinet Committee on Economic Affairs (CCEA) has approved the Umbrella Scheme, “Green Revolution – Krishonnati Yojana” in agriculture sector beyond 12th Five Year Plan for the period from 2017-18 to 2019-20 with the Central Share of Rs. 33,269.976 crore. The Umbrella scheme comprises of 11 Schemes/Missions. These schemes look to develop the agriculture and allied sector in a holistic and scientific manner to increase the income of farmers by enhancing production, productivity and better returns on produce.

NEET PG and NEET SS cut off percentile reduced
The Ministry of Health and Family Welfare has reduced the National Eligibility cum Entrance Test PG (NEET-PG) and NEET Super Speciality (SS) exams. NEET PG and NEET SS cut off percentile by 15%. The decision is likely to benefit about 18000 students as this will improve the chances of filling up PG seats and minimizing wastage of seats.

Swachh Bharat Mission launches GOBAR – DHAN
Union Minister for Drinking Water and Sanitation has launched the GOBAR (Galvanizing Organic Bio-Agro Resources – DHAN scheme at the National Dairy Research Institute (NDRI) Auditorium, Karnal. The scheme aims to positively impact village cleanliness and generate wealth and energy from cattle and organic waste. The scheme also aims at creating new rural livelihood opportunities and enhancing income for farmers and other rural people. This scheme envisages the implementation of 700 biogas units in different states of the country in 2018-19.

Cabinet approves the restructured Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan
The Cabinet Committee on Economic Affairs has given its approval for restructured Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA). The Scheme will be implemented during the period from 01.04.2018 to 31.03.2022 at the total cost of Rs. 7255.50 crore with the Central Share of Rs. 4500 crore and that of State Share of Rs. 2755.50 crore. This scheme will extend to all States and UTs of the Country and will also include institutions of rural local government in non-Part IX areas, where Panchayats do not exist and will have both Central as well as state component. The approved scheme of RGSA will help more than 2.55 lakh Panchayati Raj Institutions (PRIs) to develop governance capabilities to deliver on SDGs through inclusive local governance with the focus on optimum utilization of available resources.

LTA approved for the supply of iron ore to Japan and South Korea
The Union Cabinet has approved the renewal of Long Term Agreements (LTAs) for the supply of iron ore (lumps and fines) of grade +64% Fe content to Japanese Steel Mills (JSMs) and POSCO, South Korea for another five years (i.e. 1.4.2018 upto 31.3.2023) through MMTC Limited. Export under such LTAs helps the country to strengthen bilateral ties with long-standing partner countries, secure an export market and also this results in inrush of foreign exchange. The agreement will enable India to secure international market for its ores and ensure stable economic ecosystem which provides direct and indirect employment in mining, logistics, and related sectors.

Comments invited on draft Notification under section 112A as inserted by Finance Act, 2018
The Finance Act, 2018 has withdrawn the exemption under clause (38) of Section 10 of the Income-tax Act, 1961 and has introduced a new section 112A in the Act. The said section, inter alia, provides that the provisions of the section shall apply to the capital gains arising from a transfer of long-term capital asset being an equity share in a company, only if securities transaction tax (STT) has been paid on acquisition and transfer of such capital asset. In order to have a wider consultation in this matter, the draft of notification proposed to be issued under Section 112A (4) of the Act has been uploaded and Stakeholders are requested to submit their comments/ suggestions on the draft notification by 30th April 2018.

LOI awarded to 9 agencies for 22 monuments under Adopt a Heritage project
The 3rd Award Ceremony of Adopt a Heritage Project was conducted in New Delhi for awarding the Letters of Intent (LOI) to the shortlisted agencies under Phase IV of the project. Awarding the LOI to 9 agencies for 22 monuments of Phase-IV, Union Minister for Tourism asked the stakeholders to ‘protect, preserve and market’ the heritage of India. The Minister also emphasized the creation of awareness amongst the corporates and citizens to adopt heritage sites under the project for creation, operation a, d maintenance of basic and advanced amenities at tourist destinations.

UGC releases a list of 24 fake universities
In the interest of students and public at large, the University Grants Commission (UGC) has released the list of 24 fake Universities. UGC has said that these 24 self-styled, unrecognized institutions functioning in contravention of the UGC Act have been declared as fake and are not entitled to confer any degrees. The University Grants Commission Act, 1956 under Section 22(1) provides that only a University established by a Central, State/ Provincial Act or an institution deemed to be university under section 3 or an institution especially empowered by an Act of Parliament to confer UGC specified degrees under section 22(3) of the Act.

Union Minister of Road Transport and Highways has revealed that India is exploring an agreement with South Korea for the introduction of Highways Information System in the country. This would be developed on lines of the system run by the Express Highways Information Corporation of South Korea, with integrated monitoring of a highway at a centralized control room and to treat road accident victims.

Cabinet approves restructured National Bamboo Mission
The Cabinet has approved the centrally sponsored scheme of National Bamboo Mission (NBM) under National Mission for Sustainable Agriculture (NMSA) during the remaining period of Fourteenth Finance Commission (2018-19 & 2019-20). The Mission would ensure holistic development of the bamboo sector by addressing complete value chain and establishing effective linkage of producers (farmers) with industry. Under the current MoU, apart from other benefits, the Army personnel will get free personal accident death cover and free permanent total disability cover of Rs 30 lakh and the free educational cover of up to Rs 2 Lakh for children between the age of 12 and 20 years.

Indian & Russian defence firms sign 7 deals at DefExpo 2018
The third India-Russia (Military) Industrial Conference was held on the sidelines of DefExpo 2018 at Thiruvidanthai. There, around 75 Indian defence sector manufacturing companies and 28 Original Equipment Manufacturers (OEMs) from Russian industry participated in the conference. Towards the ‘Make in India’ initiative of the Government, seven MOU’s were signed between the Indian Private Defence sector manufacturing companies and Russian OEM’s for manufacture/ development of spares/ sub-assemblies/ assemblies of identified Russian origin platforms in use by the Indian Armed Forces in collaboration with the Russian OEMs.

Government to launch this fiscal’s first tranche of gold bond on April 16
The GOI in consultation with the RBI has decided to issue Sovereign Gold Bond, 2018-19 Series-I. Applications for these bond will be accepted from 16th to 20th April 2018. The Certificate of Bond (s) will be issued on May 04, 2018. The Bonds will be sold through Banks, Stock Holding Corporation of India Limited (SHCIL), designated Post Offices and recognised Stock Exchanges viz., NSE of India Ltd and BSE Ltd. The Bonds will be denominated in multiples of the gram(s) of gold with a basic unit of 1 gram. The tenor of the Bond will be for a period of 8 years with an exit option in 5th, 6th and 7th year.

Department of Posts has launched DIGITAL ADVANCEMENT OF RURAL POST OFFICE FOR A NEW INDIA (DARPAN) Project to achieve total digitisation of postal operations in the country. This Project aims to connect all 1.29 lakh Rural Branch Post Offices in the country and to enable them to do online Postal and Financial Transactions. The DARPAN-PLI App will help in the collection of the premium for Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI) policies. Further, this will help in indexing of maturity claims in respect of PLI and RPLI.

GITC 2018 to be held in New Delhi
“Global IT Challenge for Youth with Disabilities (GITC), 2018” will be held in New Delhi during 8th to 11th November 2018. A MoU was signed between Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment and Rehabilitation International Korea. As per MoU, both the parties have agreed to cooperate in making all arrangements for the successful events in providing all necessary financial, logistics, manpower and other facilities. This event will have around 300 participants including 120 Youth with disabilities from 24 Asia Pacific countries.

The government launched ‘Study in India’ Portal
The government has launched the Study in India programme by launching the ‘Study in India’ portal (www.studyinindia.gov.in) at the India Habitat Centre, New Delhi. The integration of e-SANAD portal and NAD – National Academic Depository (of HRD Ministry), was also launched on this occasion. The “Study in India’ is an innovative initiative to attract students from our partner countries in South Asia, South-East Asia, Middle East and Africa to come and experience the very best of academic learning from the top institutions in India. This portal will become a single window to cover all aspects relating to studying in India for foreign students. This will be supported by an App and a Helpline number. The website will not only provide information on the latest offerings on Indian education but also facilitate admissions to the foreign students and help them make informed choices based on individual aptitudes and career goals.

Smart Imprest Cards & E- MB Launched on PFMS Portal for CPWD
Minister of State (I/C) for Housing & Urban Affairs has launched Smart Imprest Cards & e- Measurement Book ( e-MB) on PFMS (Public Financial Management System) portal for CPWD (Central Public Works Department). After its launch, it has become the first integrated web-based module in Civil Ministries to monitor both the financial progress i.e. utilization of funds along with related physical progress captured as per schedule of various items of works through e-MB in all projects/works undertaken by CPWD. The launch of Smart Imprest cards with end to end digitization of entire process will enable maximization of Digital payments to achieve ultimately 100% digitization of payments in MoHUA thereby also fulfilling objectives of Digital India mission.

Environment Ministry notifies Plastic Waste Management (amendment) rules
The Ministry of Environment, Forest and Climate Change has notified the Plastic Waste Management (Amendment) Rules 2018. The amended Rules lay down the phasing out of Multilayered Plastic (MLP) which are “non-recyclable, or non-energy recoverable, or with no alternative use.” It also prescribes a central registration system for the registration of the producer/ importer/ brand owner. The centralised registration system will be evolved by Central Pollution Control Board (CPCB) for the registration of the producer /importer /brand owner. In addition, Rule 15 of the Plastic Waste Management (Amendment) Rules 2018 on “explicit pricing of carry bags” has been omitted.

India and World Expo 2020 signed participants contract for India’s pavilion in the prestigious World Expo 2020 held once in 5 years. The contract provides for the setting up of India pavilion at Expo 2020 on an extra large plot (about one acre) in the ‘Opportunity’ segment. The Minister of State for MSME while chairing the 9th meeting of National Board of Khadi and Village Industries Commision has launched a mobile phone application for locating 4,000 Khadi stores in the country. There are more than 8,000 Khadi stores in India, the rest of stores will also be available on the store locator by the end of this month.

First “Van Dhan Vikas Kendra” Launched at Bijapur, Chhattisgarh
The Ministry of Tribal Affairs has approved the establishment of the first multipurpose “Van Dhan Vikas Kendra” on a pilot basis for the establishment in Bijapur District of Chhattisgarh State for providing skill upgradation and capacity building training and setting up of primary processing and value addition facility. This first model of Van Dhan Vikas Kendra is being implemented for the training of 300 beneficiaries with a total outlay of Rs 43.38 lakhs for training, providing equipment & tools for primary level processing and infrastructure & building for housing the Kendra. TRIFED has assigned the work for the establishment of this Kendra to CGMFP Federation. The training is scheduled to start from 10th April 2018. The Van Dhan Vikas Kendras will be an important milestone in the economic development of tribals.

AIIB approves a loan of $140M to improve Rural Connectivity in India
The board of directors of Asian Infrastructure Investment Bank (AIIB) in a Meeting has approved the USD $ 140-Million loan. The Project aims to improve the rural road connectivity and management for residents of about 5,640 villages who use the rural roads for daily activities. Approximately 1.5 Million rural residents in State of Madhya Pradesh are going to directly benefit from improved livelihoods, education and mobility with this project. Livelihoods of the rural population will be improved by expanding income earning opportunities through better farm-to-market road connections.

Union Minister inaugurates State’s second mega food park
Union Minister for Food Processing Industries inaugurated the second mega food park in Uttarakhand at Mahuakhera Ganj village, Kashipur in Udham Singh Nagar district. The park- M/s Himalayan Mega Food Park Private Ltd has been set up at a cost of Rs 99.96 crore and will benefit around 25,000 farmers. The park has been set up in an area of 50.14 acres and has a central processing centre (CPC) as well as three Primary Processing Centres (PPCs) at Ram Nagar, Ramgarh and Kaladungi. The facilities created at CPC include Multi-Purpose Cold Storage of 1,250 MT, Aseptic Brick Filling Line of 7,500 pack per hour, Dry Warehouse of 6,000 MT, Fruit & Vegetable Processing Line input capacity 7 MT/Hr for Tomato Paste, 8 MT/Hr for Apple, 10 MT/Hr. for Carrot, 5 MT/Hr. for fruit pulp, QC & Food Testing Lab and other related food processing facilities.

NCERT publishes child helplines info in textbooks
NCERT has published the information regarding Childline (1098) – 24×7 Helpline for children and POCSO (Protection of Children from Sexual Offences) E-box on the back side of the front cover of all the course books from class 6th to class 12th. Through these course books, the information is expected to reach approximately 26 crores school students in 15 lakh schools. The information will not just reach these children but is about to stay with them on daily basis. As a result, it is expected that the children will be more aware and they may use the Child Helpline or POCSO E-box, in case of any distress.

Army inks pact for procurement of 1.86 lakh BPJ’s
A major contract through capital procurement route, for procurement of 1,86,138 Bullet Proof Jackets (BPJs) has been signed. The contracted BPJs have contemporary and state-of-the-art specifications with added protection level and coverage area. The new BPJs will provide 360-degree protection to the soldier in combat, including from latest hard steel core bullets. These ergonomically designed BPJs have modular parts, thereby providing immense protection and flexibility to soldiers operating in different operational situations ranging from long distance patrolling to high-risk room intervention scenarios. The provision of these new BPJs was done by Indian manufacturers who were successful in the trials. This has given an impetus to the ‘Make in India’ initiative of the Government and provides confidence that the Indian Industry is capable of fulfilling the requirements of Indian Army for its personal protective equipment.

The government launched 3 portals for ease of agri-exports
In a digital initiative to promote ease of exports, particularly for Indian agricultural products, the Commerce Ministry launched three portals – for Safe Food Export Traceability, Single Laboratory for Accreditation and Approvals, and the third for Monitoring Export Alerts from importing regulators. The Safe Food Export portal offers comprehensive linkages to primary producers, suppliers, establishments, laboratories and export certification while the “One Lab One Assessment” portal simplifies procedures by eliminating multiple assessments by multiple authorities for testing, which is essential for food exports. The portal dedicated to monitoring export alerts is designed to improve the efficiency of the system of corrective action on non-compliance alerts in food exports given by importing regulators.

Smooth Roll-out of E-way Bill System from today, 1st April 2018
As per the decision of the GST Council, e-Way Bill system became mandatory from 01st April 2018 for all inter-State movement of goods. The implementation of the nationwide e-Way Bill mechanism under GST regime is being done by GSTN in association with the National Informatics Centre (NIC). Heralding a paradigm shift in the movement of goods from one State to another, the trial run for e-way bills under the current GST regime was started on 16th January 2018 for the entire country. E-way Bill can be generated through various modes like Web (Online), Android App, SMS, using Bulk Upload Tool and API based site to site integration etc. Consolidated e-way Bill can be generated by transporters for the vehicle carrying multiple consignments.

Foundation Laid for Naitwar Mori Hydro Electric Project
The foundation stone of the 60 MW Naitwar Mori Hydro Electric Project (NMHEP) was laid by Minister of State (IC) for Power and New & Renewable Energy, along with Uttarakhand Chief Minister in Uttarkashi. The Proposed NMHEP is located on the river Tons – a tributary of the Yamuna, in Uttarkashi district of Uttarakhand. The project is scheduled to be completed by December 2021, in a period of 4 years. This project has 30.5 m high dam structure with 4.3 km long headrace tunnel having a diameter of 5.6 m and it will have two underground generating units of 30 MW each. This Project will add 265.5 Million Units of renewable energy to the grid and would result in CO2 emissions reductions to the tune of 0.21 Million tons annually.

Payment of Gratuity (Amendment) Act, 2018 brought in force.
The Payment of Gratuity (Amendment) Bill, 2018 has been passed by Lok Sabha on 15th March 2018 and by the Rajya Sabha on 22nd March 2018, It has been brought in force on 29th March 2018. This amendment will ensure harmony among employees in the private sector and in Public Sector Undertakings/ Autonomous Organizations under Government who are not covered under CCS (Pension) Rules. These employees will be entitled to receive the higher amount of gratuity at par with their counterparts in the Government sector.

High-Performance Computing (HPC) Systems for weather forecasting.
Ministry of Earth Sciences has augmented the High-Performance Computing (HPC) System at a total cost of Rs. 438.9 Cr. The systems are installed at two sites Indian Institute of Tropical Meteorology (IITM), Pune and National Center for Medium-Range Weather Forecast (NCMRWF), Noida with computing capacities of 4 petaflops and 2.8 petaflops, respectively. The Two High-Performance Computing (HPC) Systems Pratyush and Mihir installed at IITM, Pune and NCMRWF, Noida respectively has a total computing capacity of 6.8 petaflops. After the current augmentation, India gets placed at the 4th position after Japan, UK and USA for dedicated HPC resources for weather/climate community. This will be used for the advanced dynamical prediction systems.

Cabinet approves the Protection of Human Rights (Amendments) Bill, 2018
The Union Cabinet has approved the Protection of Human Rights (Amendments) Bill, 2018 for better protection and promotion of human rights in the country. The Amendment will strengthen the Human Rights Institutions of India further for effective discharge of their mandates, roles and responsibilities. Moreover, the amended Act will be in perfect sync with the agreed global standards and benchmarks towards ensuring the rights relating to life, liberty, equality and dignity of the individual in the country.

‘First Indian Sign Language Dictionary of 3000 Words’ Launched
“First Indian Sign Language Dictionary of 3000 words” was launched by Shri Thaawarchand Gehlot, Union Minister for Social Justice and Empowerment. The dictionary has been developed by Indian Sign Language Research & Training Centre (ISLR&TC) under Department of Empowerment of Persons with Disabilities (DEPwD), The basic aim of developing the ISL Dictionary is to remove communications barriers between the deaf and hearing communities as it is focused on providing more information in Indian sign language. Its aim is to give Deaf people the constitutional right to speech and opportunity of freedom of expression and also bringing them into the mainstream of the society.

Skill India joins hands with Ministry of Power to support household electrification scheme ‘Saubhagya’
Aiming to empower and uplift the rural youth and development, Ministry of Skill Development & Entrepreneurship partnered with the Ministry of Power to ensure access to electricity for every household in the country through an ambitious scheme, Pradhan Mantri Sahaj Bijli Har Ghar Yojna (SAUBHAGYA). The scheme aims to achieve universal household electrification in all parts of the country. To support the successful execution of the scheme, the vocational training program has been launched in Six States namely Assam, Bihar, Madhya Pradesh, Jharkhand, Odisha and Uttar Pradesh. A total of 47000 (estimated) number of participants to be trained between the two job roles of Lineman Distribution and Technical Helper in these six focused states.

E-Waste Management Rules amended for effective management.
The Government has amended the E-waste (Management) Rules in a move to facilitate and effectively implement the environmentally sound management of e-waste in India. The amendment in rules has been done with the objective of channelizing the E-waste generated in the country towards authorized dismantlers and recyclers in order to formalize the e-waste recycling sector. The collection targets under the provision of Extended Producer Responsibility (EPR) in the Rules have been revised and targets have been introduced for new producers who have started their sales operations recently.

SARAS Aajeevika Mela 2018: An opportunity to showcase handmade products
Union Minister of Rural Development, Panchayati Raj and Mines inaugurated the SARAS Aajeevika Mela 2018. The Aajeevika mission is aimed to bring huge socio-economic transformation in the lives of rural women. The SARAS Aajeevika Mela is an attempt to provide the direct marketing platform to the rural women producers and enabling them to get proper prices for their products by eliminating middlemen. The Aajeevika Mela 2018 has 350 stalls set up by Self Help Group (SHG) women. The products on exhibition range from handlooms, handicrafts, artefacts and heritage products, tribal ornaments, decorative items, metallic products, earthen utensils and paintings to organic food items, spices, processed foods, soft toys, utility items, brass and wrought iron products.

Cabinet approves the restructuring of NSDF and NSDC to strengthen governance, implementation and monitoring framework
The Union Cabinet has given its approval for restructuring of National Skill Development Fund (NSDF) and National Skill Development Corporation (NSDC) to strengthen governance, implementation and monitoring framework. The restructuring will also ensure better corporate governance, transparency and accountability in operations of NSDC besides strengthening the oversight role of NSDF. The approval would lead to the restructuring of the composition of Board of NSDF and the NSDC to strengthen governance, implementation and monitoring framework.

GSLV Launches GSAT-6A Satellite: Successfully
India’s Geosynchronous Satellite Launch Vehicle (GSLV-F08) successfully launched GSAT-6A Satellite into Geosynchronous Transfer Orbit (GTO). This is the fifth consecutive success achieved by GSLV carrying indigenously developed Cryogenic Upper Stage. In its oval-shaped GTO, GSAT-6A is now orbiting the Earth. Soon after separation from GSLV, the two solar arrays of GSAT-6A were automatically deployed in quick succession and the Master Control Facility (MCF) at Hassan in Karnataka assumed control of the satellite. GSAT-6A is an S and C band transponders equipped communication satellite built by ISRO to provide mobile communication services through multibeam coverage.

HRD approves the ‘Study in India’ programme.
The Ministry of Human Resource Development has approved the ‘Study in India’ programme with, inter-alia, the following objectives: to improve the soft power of India, to boost the number of inbound International students in India, to double India’s market share of global education exports, for improvement in overall quality of higher education. To increase the global ranking of India as the educational destination. to reduce the export-import imbalance in the number of international students. The proposed fee waivers to meritorious foreign students in this policy will be decided by the Institute concerned based on certain criteria.

Cabinet approves the amendment in NMC Bill
The Union Cabinet has approved certain amendments to the National Medical Commission (NMC) Bill. The Amendment to the NMC Bill comes in the backdrop of its consideration in the Lok Sabha on 02.01.2018 and subsequently being referred to the Department Related Parliamentary Standing Committee (DRPSC). The Government has considered the recommendations made by the Standing Committee in its report. The Amendments include:
- Final MBBS Examination to be held as a common exam across the country and would serve as an exit test called the National Exit Test (NEXT):
- Provision of Bridge course for AYUSH practitioners to practice modern medicine removed:
- Fee regulation for 50% seats in private medical institutions and deemed universities.
- Number of nominees from States and UTs in NMC increased from 3 to 6:
- Monetary penalty for a medical college non-compliant with the norms replaced with provision for different penalty options
- Stringent punishment for unqualified medical practitioners or quacks.

Customs Duty Reduced to Zero Percent on Export of Sugar
During the current Sugar Season 2017-18, the sugar production in the country is estimated to be substantially higher than the estimated domestic consumption and sufficient surplus stock of sugar may be available for export. In order to promote exports with the objective of evacuating surplus stocks from the country, the Government has decided to remove customs duty on export of sugar from its current level of 20% to zero percent. This will also help in maintaining demand and supply balance and thereby stabilising the domestic sugar prices in the country.

Cabinet Approves NEIDS 2017
In order to promote employment in the North East States, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the North East Industrial Development Scheme (NEIDS), 2017 with financial outlay of Rs. 3000 crores up to March 2020. The government will provide the specific incentive through this scheme to generate employment in that region. The government will provide necessary allocations for the remaining period of the scheme after assessment before March 2020.

Ecosystem for Fin-Tech Companies
The Reserve Bank of India (RBI) had set up an inter-regulatory Working Group (WG) to look into and report on the granular aspects of Fin-Tech and its implications.The objective of setting up this WG is to review and reorient appropriately the regulatory framework and respond to the dynamics of the rapidly evolving Fin Tech scenario. RBI has released the report of the Working Group for public comments.

Draft Agriculture Export Policy put up in the Public Domain
In view of implementing PM’s vision of “Doubling Farmer’s Income”, the Ministry of Commerce and Industry has taken the initiative to draft an “Agriculture Export Policy” in the larger interest of farmers and agricultural exports. The Ministry has come up with a draft “Agriculture Export Policy” which is aimed at doubling the agricultural exports and integrate Indian farmers and agricultural products to the global value chain. The draft of policy has been put up in the public domain in order to seek wider consultation and feedback/suggestions from the stakeholders so as to provide the final shape to the Policy.

NCAA: The World’s First Trusted Digital Repository
National Cultural Audiovisual Archives (NCAA) project of the Ministry of Culture, implemented by Indira Gandhi National Centre for the Arts (IGNCA) has been certified as the world’s first Trusted Digital Repository as per ISO 16363:2012 standard, granted by Primary Trustworthy Digital Repository Authorisation Body Ltd. (PTAB), United Kingdom. The plan for the next phase is to integrate about three lakh hours of audiovisuals materials on this platform over the next five years. The primary objective of the NCAA is to identify and preserve the cultural heritage of India available in audiovisual form through a process of digitization and making it accessible to the people.

Providing Healthy Food at Railway Stations
To provide pure and healthy food to passengers, a new Catering Policy has been issued. As per Catering Policy 2017, IRCTC has been mandated to carry out the distinction between food preparation and food distribution on trains. In order to upgrade the quality of food preparation, IRCTC has been asked to set up new kitchens and upgrade existing ones. Further, detailed instructions/guidelines have been issued to the Zonal Railways for conducting joint inspections by Medical, Commercial and concerned infrastructure maintenance departments to inspect each and every catering unit including base kitchens/cell kitchens on all Railway divisions/zones.

Over 17 lakh beneficiaries enrolled under PMMVY
The Government of India has approved Pan-India implementation of Pradhan Mantri Matru VandanaYojana (PMMVY) in all districts of the country from 01.01.2017 under which the eligible beneficiaries get Rs. 5,000/- under PMMVY and the remaining cash incentive as per approved norms towards Maternity Benefit under Janani Suraksha Yojana (JSY). The number of beneficiaries enrolled under PMMVY has increased to 17,66,423. Every day on an average, around 50, 000 new applications are received for enrolment. So far, Rs. 2048.21 Crores to all 36 States/UTs have been sanctioned under PMMVY out of which Rs. 2042.09 Crores have been released till date.

First Workshop on Disaster Risk Reduction
India and Japan, two of the most disaster-prone countries in the world, are coming together to address disaster risk. Over a two-day workshop expert will discuss issues pertaining to Disaster Risk Reduction (DRR), especially earthquakes. Japan is situated along the Pacific Ring of Fire and is highly susceptible to earthquakes. Japan’s technological know-how, especially in the area of earthquake risk reduction, is among the most advanced in the world. The workshop will present an opportunity to explore as to how Japan invests in making its infrastructure resilient to present and future disaster risks. It will also help understand recent advancements the area of earthquake detection and early warning systems and adapt them to India’s context. This will play a vital role in enhancing preparedness and response at every level.

GIAN Launched to Improve Institutes Ranking
The Government has launched the Global Initiative for Academic Networks (GIAN) to help foreign faculty to teach some courses in the higher educational institutions. The Government has also decided to allow faculties working under the Central Government or Central Autonomous Bodies, to join the newly set up Central Educational Institutions on long-term deputation, for a period of 10 years. The government as part of the initiative has approved 165 courses, which will enable international faculty members to engage with the premier engineering schools and other institutes of higher learning.

Scheme for Out of School Adolescent Girls
The Government is implementing Scheme for out of school adolescent girls (11-14 years). The scheme contains both Nutritional and non-nutritional components. The nutritional support is provided to the beneficiaries for 300 days in a year. The scheme also aims at motivating out of school girls to go back to formal schooling or /skill training under the non-nutrition component of the scheme. The Government has also approved the phased expansion of the scheme so as to cover additional districts for a period of one year i.e. up to 30.11.2018. In 2017-18, the scheme has been extended to additional 303 districts, with pan India expansion in 2018-19.

Deemed to be University: Not to Engage in Commercialization of Education
The University Grants Commission (UGC) has informed that it has notified UGC Regulations, 2016. As per these Regulations no institution Deemed to be University shall charge any fee for an admission test other than an amount representing the reasonable cost incurred by it in conducting such test. Further, as per the Regulations, an institution Deemed to be University shall not engage in commercialization of education in any manner whatsoever, and shall provide for equity and access to all deserving students.

Change in NCERT curriculum
The National Council of Educational Research and Training (NCERT) has been advised to undertake an exercise to review its syllabus with a view to reducing the curriculum load on the students. They have conducted a workshop in this regard and suggestions have been invited from various stakeholders through the website of the Ministry of Human Resource Development (MHRD) on 05.03.2018. The suggestions can be made till April 6th, 2018. NCERT has also placed an advertisement in the newspapers informing the stakeholders about the MHRD’s website for sending their suggestions on rationalizing curriculum burden.

UGC-NET Examination, 2018 Pattern Revamped
The University Grants Commission (UGC) has made the several changes considering the recommendations made by the sub-Committee constituted after it was decided by the NET Review Committee regarding exam pattern and age limit for candidates appearing in Central Board of Secondary Education (CBSE), UGC-NET, 2018. The changes approved by the Commission have been intimated to CBSE vide letter dated 1st January 2018.

KUSUM Scheme: Harnessing Solar Power for Rural India
The Government of India is in the process of formulating a Scheme ‘Kisan Urja Suraksha evam Utthaan Mahabhiyan (KUSUM)’ which, inter alia provides installation of grid-connected solar power plants, installation of standalone off-grid solar water pumps to fulfill irrigation needs, solarization of existing grid-connected agriculture pumps to make farmers independent of grid supply and also enable them to sell surplus solar power generated to DISCOM and get extra income and solarization of tube-wells and lift irrigation projects of Government sector. The details on funds and mode of implementation will be decided on approval of the Scheme.

Proposal for Nuclear Power Plants in States
The Government has accorded administrative approval and financial sanction for construction of twelve (12) nuclear power reactors in the country. The Nuclear Power Corporation of India Limited (NPCIL) is a Public Sector Enterprise of the Department of Atomic Energy and fully owned by the Government of India. The mandate of NPCIL is the implementation of the first stage of the indigenous three-stage nuclear power programme comprising of natural uranium fuelled Pressurised Heavy Water Reactors (PHWRs) and Light Water Reactors (LWRs) set up with Russian Federation.

“Innovation Cell” to be set up to boost Innovation
An Innovation Cell will be created in HRD to further strengthen the innovation efforts. It will be headed by a Scientist and comprise of a senior Ministry official and young professionals who bring to the table new ideas in promoting innovation. The decision comes close on the heels of India moving 6 ranks up in the Global Innovation Index Ranking from 66 in 2016 to 60 in 2017, out of 127 countries. This increase has happened for the 2nd year in succession and it coincides with the launch of the Smart India Hackathon by the Ministry of Human Resource Development in coordination with other Ministries.

LaQshya Program for Pregnant Woman
Ministry of Health and Family Welfare has recently announced the launch of program ‘LaQshya’, aimed at improving quality of care in labour room and maternity Operation Theatre (OT) and Obstetrics Intensive Care Units (ICUs) and High Dependency Units (HDUs). The LaQshya program is being implemented at all Medical College Hospitals, District Hospitals and First Referral Unit (FRU), and Community Health Centers (CHCs) and will benefit every pregnant woman and newborn delivering in public health institutions.

Atal Bhujal Yojana
The Government has proposed Atal Bhujal Yojana (ABHY) aimed at sustainable groundwater management with community participation. It will be implemented in selected over-exploited and ground water-stressed areas of seven States (Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh). ABHY is designed as a Central Sector Scheme with a total outlay of Rs. 6,000 Crore and is proposed to be implemented with World Bank assistance.

India Was Awarded “Best Exhibitor” at ITB 2018 in Berlin
The ITB – 2018 i.e. World Tourist Meet’ was convened in Berlin, Germany from 7th March to 10th March, 2018. In this exhibition, India was awarded as “Best Exhibitor” in Australia and Oceania category. It was a big platform to showcase India’s tourism product to the global tourism fraternity. There India has taken a large space for the India Pavilion in which over 50 co-exhibitors comprising tour operators, hoteliers etc. from different parts of India participate. During this Event, Tourism minister had launched a short film named “Yogi of the Racetrack ” which got 3.2 million hits in 60 hours.

DefExpo 2018
For the first time in history, the DefExpo 2018 will showcase India’s Defence manufacturing capabilities to the world. This is also reflected in the tagline for the Expo, which is ‘India: The Emerging Defence Manufacturing Hub’. DefExpo 2018 will brand India as a defence exporter of several defence systems and components for all three Services – Army, Navy and Air Force. DefExpo 2018 will brandish Hindustan Aeronautics Ltd’s various flying platforms including Tejas, Advanced Light Helicopter – Dhruv, Light Combat Helicopter, Dornier civilian aircraft. Apart from HAL’s platforms, the Expo will also promote domestic private industry and aero-components industry. This Expo is being held on sea-shore, along the East Coast road enroute Chennai to Mahabalipuram, it provides Indian Navy to brandish its domestic design and manufacturing capabilities.

PMRF Scheme for Ph.D. in IITs and IISc
The Government has approved the Scheme ‘Prime Minister’s Research Fellowship (PMRF)’ at a total cost of Rs.1650 crore for a period of seven years beginning 2018-19. Under this Scheme, the best students who have completed (in last 5 years) or are in the final year of B. Tech or Integrated M.Tech or M.Sc. in Science and Technology streams from IISc/IITs/NITs/IISERs/IIITs, with atleast 8.0 CGPA, will be offered direct admission in Ph.D programme in the IITs / IISc, after going through the selection process. Such students will be offered a fellowship of Rs.70,000/- per month for the first two years, Rs.75,000/- per month for the 3rd year, and Rs.80,000/- per month in the 4th and 5th years.

New AICTE Rules for admission and Approval of Institutions
In order to grant approval to new Technical Institutions and extension of approval to existing Technical Institutions, detailed Approval Process for the Academic Year 2018-19 have been notified in the Official Gazette of India on 05.12.2017. The Approval Process Hand Book for 2018-19 is available on AICTE Website. The revisions incorporated in the latest edition of APH 2018-19 include revision of intake in Pharmacy Courses and Fellowship Program in Management, reduction of approved intake to 50% for Institutions having admission less than 30 for five continuous years, conversion of Post Graduate Diploma in Management to MBA Courses, introduction of Built up Area concept instead of Land Area in Metro and Mega Cities and revision of penal actions in case of violation of AICTE Regulations and Approval Process Norms.

Research Parks in IITs
Government has approved setting up of 9 Research Parks one each at IIT Madras, IIT Kharagpur, IIT Bombay, IIT Gandhinagar, IIT Delhi, IIT Guwahati, IIT Kanpur, IIT Hyderabad, and IISc Bangalore. IIT Madras Research Park, which is fully functional with 43 R&D clients, 4 Incubators, 55 Startups, and 5 Centres of Excellence was established. at a total cost of Rs. 447.66 crore. The Research parks at IIT Kharagpur, IIT Gandhinagar and IIT Bombay are under construction. Remaining five new Research Parks have been approved and a sum of Rs. 5 crores to each has been released.

Partial Withdrawal under NPS
The Pension Fund Regulatory Development Authority (PFRDA) relaxed the norms for partial withdrawal under the National Pension Scheme (NPS). In accordance with the PFRDA (Exits and Withdrawals under the National Pension System) (First Amendment) Regulations 2017, the subscribers can withdraw after three years from the date of joining the system and a maximum of three times during the entire tenure of subscription under the NPS, but the partial withdrawal is linked with the contributions made by the subscriber. The subscriber shall be permitted to withdraw accumulations not exceeding 25 percent of the contributions made by him or her and standing to his or her credit in his or her individual pension account, as on the date of application for withdrawal.

Rs 1000 crore for research and Innovation under IMPRINT-II
The Union Minister for HRD, Shri Prakash Javadekar said that in a major boost for research and innovation in the country, the Central Government has sanctioned a sum of Rs. 1000 crore for the phase two of the Impacting Research Innovation and Technology (IMPRINT) India programme. According to him under the IMPRINT-II, a fund is being created by the Department of Science and Technology and Ministry of Human Resource Development together, in which participants will come from industry and other interested Ministries. The project will be run as a separate vertical in coordination with the DST.

IBBI invites comments on draft IBBI Regulations, 2018
Section 240 of the Insolvency and Bankruptcy Code, 2016 (Code) empowers the Insolvency and Bankruptcy Board of India (IBBI) to make regulations subject to the conditions that the regulations: (a) carry out the provisions of the Code, (b) are consistent with the Code and the rules made thereunder; (c) are made by a notification published in the official gazette; and (d) are laid, as soon as possible, before each House of Parliament for 30 days. The IBBI invites comments from the public, including the stakeholders and the regulated, on the draft Insolvency and Bankruptcy Board of India (Mechanism for Issuing Regulations), Regulations, 2018.

2% DA approved to Central Government employees
The Union Cabinet has given its approval to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2018 representing an increase of 2% over the existing rate of 5% of the Basic Pay/Pension, to compensate for price rise. This will benefit about 48.41 lakh Central Government employees and 61.17 lakh, pensioners.

PM launches National Nutrition Mission, and pan India expansion of Beti Bachao Beti Padhao
On the occasion of International Women’s Day, our PM has launched the National Nutrition Mission and Pan India Expansion of Beti Bachao Beti Padhao (BBBP) covering all 640 districts of the Country. He also awarded ten districts for showing outstanding performance in the areas of effective community engagement, enforcement of PC & PNDT Act and enabling the education of the girl child. The ten districts which were felicitated by the Prime Minister today have been awarded for their contribution in the following categories:
- Effective community engagement (Six districts awarded): Raigarh (Chattisgarh), Sikar (Rajasthan), Bijapur (Karnataka), North Sikkim (Sikkim), Tarantaran (Punjab), Hyderabad (Telangana)
- Enforcement of PC&PNDT Act (Two Districts awarded): Sonipat (Haryana), Ahmedabad (Gujarat)
Enabling education of Girl Child (Two districts awarded): Jhunjhunu (Rajasthan), Udhampur (Jammu & Kashmir)

1,000 crore worth Projects Launched in Daman & Diu
Air connectivity has been launched in the Union Territory, under UDAN scheme, along with the Pawan Hans helicopter service from Daman to Diu. Other projects that were inaugurated include a water treatment plant, a gas pipeline, anganwadis and schools, a municipal market, and distribution of e-rickshaws to women and scooters to physically disabled people was also undertaken. The Prime Minister also emphasised on the Government’s commitment to Blue Revolution, for aiding fishermen better in their work.

SRIJAN- to Redevelop 635 Railway Stations
Station Rejuvenation through Joint Action (SRIJAN), an idea competition, has been launched on the MyGov portal. Stakeholders from passengers to urban planners are invited to share their ideas, which will be considered for the redevelopment designs. The Indian Railway Stations Development Corporation Limited has also launched logo and tagline competitions, with prize money of Rs 75,000 for the winners. The first round has seen the empanelment of 11 firms to work on the redevelopment plan.

Intermodal Stations in Nagpur and Varanasi
India’s first intermodal stations will be developed at Nagpur and Varanasi, as pilot projects, for approximately Rs 200 crore. A total of fifteen cities are being selected to be developed as intermodal stations. The infrastructure at these stations provide an integration of various modes of transport that ensures seamless movement from one to the other and with limited use of automobiles.

Amma Two-Wheeler Scheme
The Prime Minister has launched a scheme providing subsidised two-wheelers for working women in Tamil Nadu, on the occasion of the 70th birth anniversary of late Chief Minister J Jayalalithaa. Subsidy of up to Rs 25,000 will be provided towards this end. The scheme to provide 50% subsidy for women to purchase two-wheelers was an electoral promise made by the late Chief Minister.

Rashtriya Sanskriti Mahotsav
The Cultural Ministry has organised the Rashtriya Sanskriti Mahotsav in five cities of Madhya Pradesh, 24th February onwards. Artists from various states will be presenting a number of art forms, including folk and tribal culture. Free bus transport facilities will also be provided across Gwalior, where the event will begin, to facilitate smooth transportation to the venue. Alongside these unique dances and other art forms, handicraft and food festivals will also be organised.

The country’s first aviation multi-skill development centre has been inaugurated at Chandigarh Airport’s old terminal. International Data Science Summit
The 5th International Data Science Conference was organised in Delhi, by the Bureau of Indian Standards and Data Science Foundation. Around 130 delegates participated in the Conference from various fields such as policy planning, academics, research and development, among others. Issues such as big data standardization, machine learning and challenges of big data, were discussed. This assumes significance at a time when the Government is investing heavily in Digital India.

Provision of Free Viral Load Testing
The Government has launched a scheme to provide viral load testing free of cost, for the benefit of 1.2 million people affected by HIV/AIDS and undergoing treatment. The initiative will help in monitoring the effectiveness of antiretroviral therapy, and this detection early on will ensure that the virus doesn’t develop resistance to drugs. This will be provided at least once a year.

Union Agriculture Minister launches six new features on e-NAM Platform
The Union Minister of Agriculture & Farmers’ Welfare launched six new features of National Agriculture Market (e-NAM) Platform to make it more users friendly. e-NAM is one of the major and important flagship schemes of the Government of India which is being implemented by Ministry of Agriculture & Farmers’ Welfare with the objective of providing competitive and remunerative price to farmers for their products through an online competitive bidding process. Features added in e-NAM includes MIS Dashboard for better analysis, BHIM payment facility by traders, mobile payment facility by traders, enhanced features on Mobile App such as gate entry and payment through mobile, integration of farmer’s database, eLearning module in e-NAM website etc.

Electoral Bearer Bond Scheme 2018
The Government of India has notified the Electoral Bond Scheme 2018 vide Gazette Notification S.O. No. 29 (E) dated 02nd January 2018. These Bonds may be purchased by a person, who is a citizen of India or incorporated or established in India. A person being an individual can buy Electoral Bonds, either singly or jointly with other individuals. Only the Political Parties registered under section 29A of the Representation of the People Act, 1951 (43 of 1951) and which secured not less than one per cent of the votes polled in the last general election to the House of the People or the Legislative Assembly of the State, shall be eligible to receive the Electoral Bonds. The Bond shall be encashed by an eligible political party only through a bank account with the authorized bank.

PM Inaugurates the Fourth Container Terminal of JNPT.
PM Shri Narendra Modi will inaugurate the Fourth Container Terminal (FCT) of Jawaharlal Nehru Port Trust in Mumbai tomorrow and with this, JNPT will nearly double its container handling capacity. The new FCT will add a capacity of 24 lakh containers per year in Phase-I and after completion of Phase-II in 2022, the capacity of JNPT will be 100 lakh containers per year. The FCT has been developed on Design, Built, Fund, Operate and Transfer (DBFOT) basis for a concession period of 30 years at an estimated cost of Rs. 7915 Crore.

The two-day Sanskriti Mahotsav begins in Varanasi
Ministry of Culture organised the two days long Sanskriti Mahotsav “Ras Banaras – Swachhagraha – Bapu ko Kaaryaanjali” at Man Mandir and Assi Ghat. Integrating the tangible and intangible heritage along the river-belt different institutions/missions like the National Mission for Clean Ganga and Namami Ganga Jagriti Yatra, the academia, artists, artisans, writers, poets, environmental and cultural forums came together giving the cultural expressions to the conservation and protection of the river. The 2-day event is focused on music and dance performances on the theme of ‘Swachhagraha’.

ISRO Plans to Launch Chandrayaan-2 Mission
Indian Space Research Organisation (ISRO) is planning to launch Chandrayan-2 Mission around April this year. Chandrayaan-2 is the country’s second mission to the moon. Chandraayan-2 is a challenging mission as for the first time it will carry an orbiter, a lander and a rover to the moon. It is a matter of pride that ISRO is launching Chandrayaan-2, which will place India at a new height in space technology.

UK and India will Jointly Upgrade Research
Dr. V K Saraswat, Member, NITI Aayog, Professor Ashutosh Sharma, Secretary, DST India and Daniel Shah, Director, Research Councils UK (RCUK) India launched UK-India research projects on ‘Water Quality Research’ and ‘Energy Demand Reduction in Built Environment’. This programme has eight ‘Water Quality Research’ projects and four ‘Energy Demand Reduction in Built Environment’ projects, with a total joint investment of up to £15 million. These projects aim to deliver mutual benefits and research solutions not only to the UK and India but also to address shared global sustainable development goals – clean water and clean energy.

SARAS completes the second test-flight successfully
India’s indigenous light transport aircraft SARAS has been successfully test flown for a second time in presence of union Science & Technology minister. The flight took off from HAL’s airport in Bengaluru for a test flight. This was the second of the 20 test flights planned for SARAS PT1N, before freezing the production version. He said SARAS will be 20-25% cheaper than any imported aircraft in the same category. “The unit cost of the aircraft, with more than 70 percent indigenous content, will be around 40-45 crores as against 60-70 crores for imported ones and has far more benefits than what the imported aircraft offer. The improved version will be a 19-seater aircraft instead of 14-seater.

Next Generation Technology Loop to Generate Clean Energy
Indian scientists have developed a supercritical carbon dioxide Brayton test loop facility that would help generate clean energy from future power plants including solar thermal. This next generation technology loop was developed indigenously by Indian Institute of Science, Bangalore and was inaugurated by Science & Technology Minister Dr. Harsh Vardhan. This is India’s first test-bed for next generation, efficient, compact, waterless supercritical carbon dioxide Brayton cycle test loop for power generation. This early-stage research could potentially be useful for meeting the energy needs of the country. The new generation high-efficiency power plants with closed-cycle CO2 as the working fluid have the potential to replace steam based nuclear and thermal power plants, thus reducing the carbon footprint significantly.

MoU Signed Between BSI and Natural History Museum, UK
Botanical Survey of India (BSI) and Natural History Museum (NHM), UK signed a Memorandum of Understanding. This MoU will pave the way for BSI staff to work in NHM, London and vice-versa and they will share fairly and equitably the benefits that may arise from the collection, study and conservation of the plant materials such as seeds, herbarium specimens and tissue samples and exchange associated data and images. NHM will help BSI in capacity building in areas of systematic botany and long-term conservation of plant genetic resources in India.

Inauguration of Integrated Automatic Aviation Meteorological Systems (IAAMS) At INS Garuda
Rear Admiral RJ Nadkarni, Southern Naval Command inaugurated the ‘Integrated Automatic Aviation Meteorological System (IAAMS)’ at INS Garuda on 09 February 2018. INS Garuda is the fourth air station to have been installed with this integrated system. It’s an ambitious project of the Indian Navy to modernise the Meteorological infrastructure of the nine Naval Air Stations. This project at INS Garuda will give a major fillip to aviation safety through automation of weather monitoring process. It undertakes automatic and continuous recording of relevant weather parameters that are vital for accurate weather forecasting.

Government Launched ASH TRACK Mobile App
To promote better management of by-product from thermal power plants i.e fly ash, a web-based monitoring system and a mobile application named “ASH TRACK” was launched by Union power minister R K Singh in Delhi on Friday. These two platforms will enable better management of the fly ash which results in air pollution. This will provide an interface between the thermal power plant and potential ash users such as road contractors, cement plants etc. Fly ash disposal is an area of concern for Ministry of Power as about 176 million tonnes of it is generated every year. which creates air pollution if it is not utilised quickly by manufacturing subsequent products such as cement or bricks etc.

India – UAE bilateral investments in Oil and Gas
Dharmendra Pradhan, Minister for Petroleum & Natural Gas has told that several agreements have been signed during the PM’s visit to the Middle East. The main agreements include the signing of the Concession Agreement between an Indian Consortium and ADNOC for the award of 10% stake in Lower Zakum Offshore oil field, and an agreement between Indian Strategic Petroleum Reserves Ltd (ISPRL) and ADNOC to operationalize the filling up of a strategic petroleum reserve cavern in Mangalore. He also told that UAE will be the first country which will participate in India’s strategic petroleum reserves programme.

India’s First Ever Highway Capacity Manual
India’s first ever Highway Capacity Manual (HCM) was released on Monday by Union minister Nitin Gadkari. The manual known as ‘Indo-HCM’ has been developed by CSIR-CRRI on the basis of an extensive, country-wide study of the traffic characteristics on different categories of roads like a single lane, two-lane, multi-lane urban roads, interurban highways and expressways and the associated intersections on these roads. This manual will guide road engineers and policymakers about road expansion. The manual lays down guidelines for when and how to expand or manage different types of roads and their intersections and the level of services to be put in place.

USD 100 Million for Rajasthan Water Sector Restructuring Project
The government of India and the New Development Bank (NDB) has signed a loan agreement for the financing of Rajasthan Water Sector Restructuring Project for the Desert Areas. This is the first tranche loan of USD 100 million approved by the NDB under the Multi-Tranche Financing Facility of USD 345 million for this project. The objective of this Project is to rehabilitate the 678 km long Indira Gandhi Canal system to prevent seepage, conserve water, and enhance water use efficiency.

The Government has launched three new tools to facilitate ranking of startups for States and Union Territories. These are; the State and Union Territory Startup Ranking Framework, the Compendium of Good Practices for Promoting Startups in India, and the Startup India Kit. These are meant to facilitate the Startup India Initiative in the country, which is home to almost 20,000 startups. These ranking frameworks will help the States in creating an enabling environment and a supportive ecosystem for encouraging startups in their States.

60 Solar Cities to be Developed
Under the Government scheme ‘Development of Solar Cities’, the Ministry of New and Renewable Energy has approved 60 cities, to be developed as solar cities. This will be undertaken at a cost of Rs 101.64 crore, of which, Rs 25.92 crore has already been released.

AYUSH Services in Railway Hospitals
An agreement has been signed between the Ministry of Railways and the Ministry of AYUSH, to provide services under the AYUSH system in the zonal hospitals of Railways, in New Delhi, Mumbai, Kolkata, Chennai and Guwahati. This will make for Out Patient Departments (OPDs) in these hospitals to have medicines ranging from homoeopathy to ayurveda, along with their respective practitioners, for consultation purposes.

Pay As You Use Toll
The National Highways Authority of India will begin a ‘pay as you use’ toll system on the Delhi-Mumbai Highway, on a pilot basis. It will be tested for a year, in order to study the implementation of the system. The said system involves the usage of a satellite-based electronic toll collection, which runs on GPS/GSM. The Ministry intends to integrate this with the existing pre-paid wallet account system offered under the FASTag programme.

Advantage Assam Summit
The Prime Minister of India inaugurated the Advantage Assam Summit, bringing in numerous investment proposals. Around 200 MoUs were signed in this two-day event, amounting to an investment commitment of Rs 1,00,000 crore. The tourism sector is one of the important beneficiaries, which will see an investment by Mahindra of up to Rs 1500 crore. With the aim to promote luxury trains and tourist destinations in the country, the Ministry of Tourism has organised a Social Media Key Influencers’ Campaign. Depending on the power of social media to promote ideas, the initiative will bring together 60 bloggers from 23 countries, including India. They will travel in groups of 15 each on luxury trains such as the Palace on Wheels, Maharaja Express, Deccan Odyssey and Golden Chariot. The intention of the government is to popularise unique tourism means such as the luxury trains and the destinations that will be visited on the same, using social media, in both the domestic and overseas markets. The Finance Minister presented the Budget for the year 2018-19, on the 1st of February. Some of the highlights are as follows:
- Fiscal deficit projected at 3.3% of GDP in the next fiscal.
- 85.51 lakh new taxpayers filed return in the financial year of 2017.
- 25% corporate tax extended to companies with a turnover of up to Rs 250 crore.
- Benefit of tax exemption for an income of Rs 10,000 from fixed deposits and post offices, to senior citizens.
- Long Term Capital Gains exceeding Rs 1 lakh to be taxed at 10% without indexing.
- Kharif MSP set at 1.5 times the price of produce.
- Rs 500 crore allocated for Operation Green, to promote agricultural products.
- 4 crore people to get power connection under the Saubhagya Yojana.
- National Healthcare Protection Scheme- providing insurance cover of Rs 5 lakh per year, to 10 crore families.
- Rs 3794 crore crore allocated to the MSME sector.

Economic Survey 2017-18 Tabled
The Government tabled the Economic Survey 2017-18 in both the Houses of Parliament. The Survey has estimated india’s GDP at 7-7.5%. The Survey has also stated that there has been a 50% increase in the number of indirect taxpayers. A positive correlation has been drawn between individual states’ prosperity and their international and inter-State trade.

USD 30 million for 750 MW solar power plant
The World Bank and the Rewa Ultra Mega Solar Limited have signed a MoU, for the purpose of setting up a 750 MW solar power plant in Rewa and Mandsaur in Madhya Pradesh. The step gains prominence in light of the Government’s mission to achieve solar power generation of 100 GW by 2022. The project is also being promoted as the world’s largest solar power plant.

USD 100 million for TN’s Rural Economy
The Government and the World Bank have signed a loan agreement amounting to USD 100 million, for the purpose of boosting the rural economy in selected regions of Tamil Nadu across its 26 districts. The Tamil Nadu Rural Transformation Project will provide an enabling environment for organisations and enterprises to promote their businesses. Rural enterprises are sought to be strengthened by improving their access to finance, also leading to employment generation.

USD 250 million for Road Infrastructure
The World Bank will finance the construction of roads in five states, at a cost of USD 250 million, under the Pradhan Mantri Gram Sadak Yojana. The said rural roads stretching up to 6254 kilometres, will be constructed in the states of Assam, Chhattisgarh, Madhya Pradesh, Odisha and West Bengal. It will provide better and safer connectivity in rural areas, also aiding economic development in the region.

High Performance Computer System Launched
The Ministry of Earth Science launched Mihir, a high-performance computer system for the purpose of improving India’s weather forecasting system. This improved system will provide better weather forecasts at the block level, predict extreme weather conditions, along with offering high resolution seasonal and extended range forecasts of active/break spells of monsoon. The services which will improve are ocean state forecasts, tsunami forecasts with greater lead time and air quality forecasts for different cities along with climate projections.

Over 1200 Graduates from Top Institutes to Teach in Rural India
The Government has employed over 1200 youngsters from institutes such as the IITs, IISc, and NIT, in engineering colleges in certain backward regions. This will help state governments to fill up vacancies in 53 government engineering colleges and also provide quality education in these rural colleges. The selected graduates will be employed for a period of three years, at an income of 70,000 per month. About 300 candidates have Ph.D degrees, while about 900 have M.Tech degrees.

The Ministry of Women and Child Development has launched the Management Information System Portal for anganwadi services training programme in Delhi. This portal will enable NGOs to submit applications online for carrying out ICDS training. The proposals will be processed and fund requirement for running the programme in States and Union Territories will be recommended. Based on the analysis, the Centre will release funds for the same. The online portal will ensure that funds are released and reach the beneficiaries in time.

100% Sewage Treatment Capacity in Patna
The city of Patna is set to have 100% sewage treatment capacity, making it one of the few cities along river Ganga to have one. The National Mission for Clean Ganga has approved 11 projects worth Rs 3582.41 crore for creating sewage treatment capacities, with sewage lines of up to 1140.26 km. The city’s geographical setting makes it important to pay attention to and rectify the existing river pollution issue surrounding the city.

Smart Star Rating for Clean Cities
The Swachh Bharat Mission has developed a 7-star rating system for cities, based on their cleanliness quotient. The rating will be sourced from various indicators of waste management such as door to door collection, scientific land filling and processing of waste, citizen grievance redressal system, etc. The Ministry of Housing and Urban Affairs will carry out an independent verification to certify cities, and this will have to be carried out every year to retain the star-status.

With the aim to empower persons with disabilities, the Government has launched 100 websites of different State Governments and Union Territories. This initiative aims to enable persons with disabilities to navigate, understand and interact with the concerned websites. Pact to Bring Down the Cost of Logistics
The Commerce Ministry and the CII have signed an agreement to solve the problems arising in the Logistics sector. The costs emanating out of logistical issues are at 12-14% of the GDP, which is higher than the figure seen in developed countries. This initiative will help establish a Logistics Working Group, and enable the CII to look into challenges faced in this sector and provide solutions for the same, and more importantly solution to cut down costs incurred due to logistics.

Camp for Beedi Workers and Unorganised Workers
The Labour and Employment Ministry has organised a mega camp for the beedi workers and other unorganised workers in Bareilly. Welfare schemes meant for the benefit of these workers were highlighted for creating greater awareness amongst the workers. Over 6000 workers were participated in the camp, with 70 housing sanction certificates and 3000 insurance certificates being granted to the beneficiaries.

Awareness Programme on Pollution for Delhiites
The Government will organise a two-week awareness campaign for the citizens of Delhi, on pollution and air quality in the city. This is being done in collaboration with the Delhi government, New Delhi Municipal Corporation, Central Pollution Control Board and other municipal agencies. It will focus on sensitising ground level functionaries and people regarding environmental concerns and encourage groups including shopkeeper associations and Resident Welfare Associations in mitigating pollution.

India’s First All-Women Railway Station Enters Limca Records
India’s first all-women railway station, Matunga, on the Central line (Mumbai), managed by a staff of 41 women, has entered the Limca Book of Records.The Central Railway General Manager, D.K. Sharma, undertook this initiative with a focus on women empowerment. Earlier, the Mumbai region of Railways had set a record by inducing the first woman driver on Central Railway in 1988, and also by introducing the world’s first suburban ‘Ladies Special’ trains on its Western line in 1992.

The Housing and Urban Affairs Ministry has entered into an agreement with the Allahabad Bank, for the purpose of setting up a web portal, which will process interest subsidies granted under the Deendayal Antyodaya Yojana-National Urban Livelihoods Mission. This is meant to ensure that the subsidies provided, reach the beneficiaries, and that faster payment of subsidies are made.

Railway Vendor Registration System
A new registration system has been launched by the Indian Railways to make procurement of all items online. The system will enable small and medium enterprises to also do business with the Indian Railways, and at the same time ensure that no company attains a monopoly over such transactions with the Railways. Open electronic bidding for all items will also lead to a greater transparency in the procurement process.

Jail Reforms for Women Prisoners
The Ministry of Women and Child Development and the National Commission for Women have proposed to introduce a new set of jail reforms for ensuring better conditions in the prison for women. Other than focussing on ensuring the provision of basic amenities ranging from medicinal, hygienic, educational and legal information, skill-oriented training programmes are also being planned, in association with the Ministry of Skill Development and Entrepreneurship. National Law University, Delhi has also been approached to prepare a prison manual for women inmates.

All Railway Stations to be Equipped with Wi-Fi
As part of the Digital India initiative, nearly 8500 railway stations will be equipped with wifi facilities at a cost of Rs 700 crore. The stations will also include the ones in rural and remote areas. Of these stations, close to 7300 stations have been selected to provide services not only to passengers but also to local people residing in rural and remote areas. This will help in promoting e-governance and taking it across rural areas.

Bharat Net Broadband in over 1 lakh Gram Panchayats
Under phase one of the Bharat Net Project, 1,01,370 gram panchayats have been provided with broadband facility. Rest of the 1.5 lakh panchayats are slated to be covered by end of 2018. In order to ensure the successful implementation of the Digital India programme, the Government is attempting to finish the second phase of the project earlier than decided timeline. The Government is also planning to incentivise Bharat Net stakeholders to ensure timely and better performance.

With an aim to carry out effective freight management and aid traffic flows, the Railway Ministry has launched Smart Freight Operation Optimisation & Real Time Information (SFOORTI) application. Some of the features of the app include analysis of zonal/divisional traffic, the end to end rake movement on geospatial view and a view of expected traffic at interchange points to better evaluate daily performance.

MPLAD Scheme to be Extended till 2020
The Cabinet Committee on Economic Affairs has approved the continuation of the Members of Parliament Local Area Development (MPLAD) scheme till the end of the 14th Finance Commission, i.e., March 2020. An annual allocation of Rs 3,950 crore and a total outlay of 11,850 crores over the period of next three years has been made. An additional allocation of Rs 5 crore per year for monitoring the implementation by independent agencies has also been approved. This will also provide for capacity building and training of concerned officials.

CSIR to Develop Eco-friendly Firecrackers
The Council of Scientific and Industrial Research will be developing a cost-effective technology to make e-crackers. With concerns increasingly being raised over the use of polluting firecrackers, this initiative by different labs at the CSIR will go a long way in addressing this issue. An inter-ministerial expert committee has also been constituted to mentor the labs in taking this initiative forward, along with a proposal to meet the manufacturers of firecrackers, so as to fully be a part of this program.

Drones to Monitor Railway Projects
The West Central zone of the Indian Railways has procured and conducted a trial run of drone cameras in all its zones. The cameras will aid in monitoring railway projects, oversee track maintenance, monitor relief and rescue operations, crowd management and other railway related infrastructure. Real-time information regarding safety and security of concerned infrastructure will prove to be an important resource for the Railways.

The President of India inaugurated the Dharma-Dhamma Conference on ‘State and Social Order in Dharma-Dhamma Traditions’ in Nalanda. Nalanda University has organised this in collaboration with the Centre for Study of Religion and Society, India Foundation, Ministry of External Affairs and the Vietnam Buddhist University, as part of the Silver jubilee celebration of the ASEAN-India Dialogue Partnership. Boost to Port Projects
The Government has decided to revise the concession pact for PPP projects at major ports in order to make it more investor-friendly for investors. The revised model will include an exit clause for developers to employ, by divesting their equity up to 100%, on the lines of the provisions for Highway sector. It will also include a dispute resolution mechanism based on the highways sector model.

E-catalogue to Promote Engineering Goods at a Global Level
As part of the Brand India Initiative, Indian companies that adhere to international standards and quality will be showcased on an e-catalog, for buyers across the globe. This initiative seeks to promote India’s high-quality engineering products, medical devices, textile machinery and accessories, and electrical machinery equipment and pumps and valves, internationally. Currently, 150 Indian companies have been listed on this e-catalog and the Engineering Export Promotion Council of India intends to promote the platform also at international exhibitions.

NARI Portal
The Ministry for Women and Child Development has launched NARI, a portal providing complete information on all existing government schemes for women. It presently carries information on about 350 schemes, which will be updated from time to time. The Schemes are categorised into seven sections; education, employment, health, housing, and shelter, addressing violence, decision making and social support. Additionally, a website called ‘e-SAMVAD’ has also been launched, wherein NGOs can share their best practices, feedback, and suggestions in this field.

Three Ministries Collaborate for Technology Mission for Railways
The Ministries of Railways, Human Resource Development and Science and Technology department have signed a MoU, which will facilitate co-financing by all of them for identified railway projects and conduct applied research. The three ministries will cooperate and collaborate on the Technology Mission for Indian Railways (TMIR). The funding pattern of the ministries of Railway, HRD and Science and Technology will be 30%, 25%, and 25% respectively. Research on projects pertaining to safety, energy, environment and urban railways will be taken up.

Railway SMS Facility Extended to 1373 Trains.
The facility provided by Indian Railways of informing passengers through SMS regarding the status of train delay by more than an hour has been extended to 1373 more trains, including Garib Rath, Duranto, Jan Shatabdi, Suvidha, Hamsafar and Superfast trains. This facility was initially available only for passengers of Rajdhani, Shatabdi, Tejas and Gatimaan trains.

PM India Website Now Available in 11 Regional Languages
The Prime Minister’s official website has launched an Assamese and a Manipuri language version, in keeping with the demands made by people of the two states. The portal is now available in a total of 11 regional languages, in addition to English and Hindi. Database of Healthcare and Allied Professionals
A web portal has been launched by the Ministry of Health, with a database of all allied and healthcare workers, with the aim to bring about transparency and to keep a track of the number of such professionals. The repository will include professions such as anesthesiologists, art therapists, audiologists, cardiovascular technologists, etc. Owing to such mapping of manpower available in the field, better policies can be framed in this regard.

Online Oncology Tutorial Series
The Ministry of Health has launched a digital oncology tutorial series. It will assist doctors, including general physicians and dentists with training on the basics of oncology detection, so that early detection, diagnosis, prevention, rehabilitation and treatment of cancer can be possible. The course has been designed for a period of seven weeks, which will equip doctors with the required knowledge and skills in understanding this medical problem. The course will be conducted with the use of tools such as video lectures, case studies, assessment questionnaires and interactive webinar sessions with experts from Tata Memorial Hospital.

AIIMS in Bilaspur
The Cabinet has approved setting up of AIIMS in Himachal Pradesh’s Bilaspur region, under the Pradhan Mantri Swasthya Suraksha Yojana. This project will use an outlay of 1,350 crores under the said scheme and will be completed in 48 months. The new AIIMS is set to have 750 beds, a medical college with a capacity of 100 seats, along with a nursing college with 60 seats.

$318 Million Loan Agreement to Support Climate Resilient Agriculture
The Central Government, Government of Tamil Nadu and the World Bank have signed an agreement to promote climate resilient agricultural technologies, increase market opportunities available for small and marginal farmers, along with improving water management, under the Tamil Nadu Irrigated Agriculture Modernization Project. Improved and modernized tank irrigation systems are expected to benefit about 500,000 farmers.

Ganga Gram Project
The Drinking Water and Sanitation Ministry has launched the Ganga Gram project, aimed at undertaking an integrated development of all the 4470 villages along Ganga river. Recategorization of Railway Stations
The Ministry of Railways has introduced a major revision to the manner in which stations are categorised. This step will ensure that passenger amenities are provided in a more specific and effective manner, depending on criteria of account earnings, passenger footfalls and strategic importance. Based on the type of stations, they have been further grouped under categories of non-suburban, suburban and halt. Based on the category that the stations fall under, they will be entitled to receive an uplift and better amenities.

Under NITI Aayog’s Atal Innovation Mission, 1500 more schools will have Atal Tinkering Labs. 100% Central Funding for North East Projects
The Government has decided to shift its funding pattern for projects in North East, made under the Ministry for Development of North-Eastern Region. Digital Boost for over 2.82 Lakh Fair Price Shops
Electronic Point of Sale (ePoS) devices has been installed in over 2.82 lakh fair price shops. The technology enables monitoring of all the electronic transaction that takes place in the shops, i.e., authentication of beneficiaries and recording of distribution of foodgrains. For the purpose of installing the devices, central financial assistance has also been provided, and in case of connectivity issues, the devices function in offline mode as well.

The Cabinet has approved a skill development scheme for the benefit of the textile sector. Having an outlay of Rs 1300 crore for the period from 2017-18 to 2019-20, the scheme will undertake multiple measures for skill development purposes. The Government will be setting up the country’s first railway university in Vadodara, Gujarat. The latest technology will be used to aid an increase in productivity and performance of the Railways. India’s First Social Audit Law in Meghalaya
Passed in April, the Meghalaya Community Participation and Public Services Social Audit Act will facilitate the auditing of government schemes and programmes by the Government, giving these audits an official sanction and making them a mandatory act. The measure will help the Government in changing its scheme implementation procedure and rectify policy issues if gaps are identified in them.

International Training Centre for Operational Oceanography
The Cabinet has signed an agreement with UNESCO to establish an International Training Centre for Operational Oceanography in Hyderabad. BPO Schemes Result in Over 10,000 Jobs
The India BPO Promotion Scheme and the North East BPO Promotion Scheme has resulted in the creation of 10,297 jobs in small towns across 19 States and UTs, and across 5 States in case of the North East BPO Promotion Scheme. Incentives provided under the schemes and establishment of shared service centres have led to an increase in digital inclusion. Incentives for generating employment for women are also provided.

Online Bill Tracking System in Indian Railways
CRIS has developed an online platform, Indian Railways E-Procurement System, which will aid vendors and agencies on Indian Railways to track the status of their bills at each stage, and get paid within 30 days of generation of receipts. This measure will help in facilitating e-procurement and settlement of bills in a more transparent manner. User manuals are also available online, to guide vendors in getting themselves registered on the portal.

2-Day National Workshop on Role of Sakhi One Stop Centres
The Minister of Women and Child Development will inaugurate a two-day national workshop on the role and significance of Sakhi One Stop Centres in strengthening response to violence. Around 400 functionaries from such centres from across the states and UTs will participate in the workshop. The scheme, Sakhi, seeks to integrate multiple levels of assistance, from medical to legal aid, for the benefit of women affected by violence.

The Government has set up the NIC-CERT centre that will help in preventing and mitigating cyber attacks on government portals and networks. Sector wise CERTs (Computer Emergency Response Teams) will also be established for sectors like Power and Finance.

Active Trachoma Eliminated
A survey commissioned for, by the Health Ministry, has shown that active trachoma has been eliminated as an infectious public health problem, causing blindness world over. Being the first country to begin an anti-trachoma national plan in 1963, the elimination of the disease in its active form, which is seen among children, is an achievement for which the Ministry will seek a WHO certificate.

New Initiatives Launched to Promote Universal Health Coverage
The Minister of Health and Family Welfare has launched a number of initiatives on furthering universal health coverage. One of such initiatives is Lakshya Labour Room Quality Improvement Initiative, which will seek to improve the quality of care provided in labour rooms. A mobile application to ensure safe delivery, for health workers placed in peripheral areas, has also been launched. Achievements of programs such as Mission Indradhanush, PM Dialysis Program, and AMRIT Pharmacies were also highlighted at the launch. A plan to transform 1.5 lakh sub-health care centers has also been announced.

The Cabinet has approved Rs. 9046 crore for the purpose of National Nutrition Mission. This body will aid in monitoring and supervising the initiatives taken by ministries to eradicate malnutrition. The targets set by the Government include a reduction in stunting, anaemia among women and children by 2% and 3% respectively. The programme will cover districts in a phased manner.

Arogya 2017
The Minister for Commerce and Industry inaugurated the first ever International Conference and Exhibition on AYUSH and Wellness, ‘Arogya 2017’. In partnership with FICCI, the Government has organised the event to showcase the significance of traditional systems of medicine. Delegates from India and about 60 countries are taking part in the event. The government has announced that it will be collaborating with other countries in this field.

Major Financial Support for Namami Gange Mission
Business and trade leaders from India have pledged to support the Mission with nearly Rs 500 crores. This will be used for developing amenities and required infrastructure in and around the river. International Solar Alliance
International Solar Alliance has become the first treaty-based international government organization, ratified by 19 countries, that will be based in India. The initiative, jointly launched by India and France, attempts to reduce obstacles for deploying solar projects on a large scale, by increasing cooperation and coordination between solar-rich countries lying between the Tropics of Cancer and Capricorn. It also aims to reduce costs incurred, by aggregating demand from member nations and accordingly invite tenders.

10 Crore Soil Health Cards Distributed
In the first phase (2015-17), 100 million Soil Health Cards have been distributed, and the Ministry of Agriculture aims to provide them to all 120 million farm holdings by December, 2017. The National Portal of the Soil Health Card contains information regarding the online registration of soil samples and the test results, based on which, the recommendations are processed.

Maharashtra Launches Industrial Policy for Women
Maharashtra has become the first state to frame a specific industrial policy for women. The policy provides for a capital subsidy of up to Rs 1 crore, based on where the unit is located, to first generation women entrepreneurs investing in Micro, Small or Medium Enterprises (MSMEs). Incentives such as lower power tariffs and higher interest subsidies will also be provided. The policy also seeks to incentivise women entrepreneurs in industrially backward regions, along with some benefits extended to existing women entrepreneurs as well.

GDP Growth Rebounds in the Second Quarter
From a three- year low of 5.7%, India’s GDP in the second quarter has increased to 6.3%. At constant prices, the GDP has been estimated at 31.66 lakh crore, as opposed to 29.79 lakh crore in the second quarter of 2016-17. Sectors such as manufacturing, electricity, water supply, gas and other utility services have registered a growth of over 6 percent.

Saubhagya Scheme Launched in Manipur
The Pradhan Mantri Sahaj Bijli Har Ghar Yojana (Saubhagya) was launched in Manipur. The scheme seeks to achieve universal household electrification in all parts of the country. The total amount spent on this scheme is close to 16,320 crore, which includes a huge amount of budgetary support as well.

30.76 Lakh Houses Sanctioned Under PMAY
Since the launch of Pradhan Mantri Awas Yojana (Urban), in June,2015, 30.76 lakh houses have been sanctioned, of which, about 4.13 lakh houses have been constructed, and 15.65 lakh houses are currently at various stages of construction. A national workshop was also held on PMAY (Urban) and Swachh Bharat Mission (Urban), where reforms such as stamp duty exemption and single window clearance were highlighted.

115 Districts Identified for Rapid Transformation
As a step towards achieving a New India by 2022, the Government has identified 115 backward districts to make rapid changes in. A senior officer will be appointed in these districts, of the Additional Secretary and Joint Secretary level, who will be responsible for bringing about this transformation, by apprising the district administration of the mission and by keeping a tab on scheme implementation and monitoring reforms. Of the districts selected, some have been affected by violent extremism, some by leftist extremism, and some from Jammu and Kashmir and the North East.

First Long-Distance Train Upgraded Under Operation Swarn
The Sealdah-New Delhi Rajdhani Express is the first long-distance train to have been upgraded to the intended ‘Gold Standards’ under the Railways’ Operation Swarn. The program seeks to upgrade approximately 15 Rajdhani and 15 Shatabdi trains, at a total cost of around Rs. 25 crore. The facilities include LED lighting,vinyl wrapping on toilet doors, CCTVs installed around the doors and aisle areas, night signage, and revamped berths and other facilities for additional passenger convenience.

Global Entrepreneurship Summit
The 8th edition of the Global Entrepreneurship Summit was launched in Hyderabad, for the first time in South Asia, with the theme, ‘Women First, Prosperity for All’. People from across the world were present at this event, where Prime Minister Narendra Modi urged entrepreneurs to invest in India and the summit’s major focus was enabling support for women entrepreneurs and fostering global economic growth. Sessions and workshops to exchange entrepreneurial ideas, network and consultation were also organised.

Intensive Program to Train Elected Women Representatives of Panchayat
An intensive training program has been launched by the Minister for Women and Child Development, to train elected women representatives of the Panchayati Raj Institutions. They aim to train approximately 20,000 representatives, selecting nearly 50 from each district. The training is aimed at ensuring that women effectively perform their role as elected representatives.

International Tourism Mart
The Ministry of Tourism, along with the North Eastern States, has organised the 6th edition of the International Tourism Mart, in Guwahati, with the aim to bolster tourism in the North Eastern Region. Discussions on promotion of cultural ties with the ASEAN region will be held, beside providing a platform for the tourism fraternity and entrepreneurs from the north Eastern States to interact with buyers, media, government agencies and stakeholders in this field.

Projects Worth Rs. 2066.73 crore Sanctioned for Research in Higher Education
The Higher Education Funding Agency has approved projects worth Rs. 2066.73 crore. In the first phase, the IITs at Bombay, Delhi, Madras, Kharagpur, Kanpur and the NIT at Surathkal have been selected. This funding will aid in developing the research infrastructure of these institutions. The funds raised under HEFA will be provided to institutions in addition to the grants provided by the Government.
